Baghdad {: News} Euphrates parliamentary committees agreed today to scrap Article 25 of the budget, which used to give the right to the Minister of Finance approved the granting of advances, and required the consent of the House of Representatives to grant advances, as agreed to audit the accounts of institutions of the state per month.
A statement by the Office of the First Deputy Chairman of the House of Representatives Qusay al-Suhail, the Agency has received {Euphrates News} today a copy of "Suhail chaired a meeting with the heads and members of committees of financial, economic, legal, oil and gas, to discuss some of the paragraphs in the budget, and that the clashes and differences of views."
He said, "Suhail stressed the need to speed up the completion of the financial budget because of their direct impact on service projects and economic development of citizens as well as release of grades."
The statement added that "the conferees agreed to abolish Article 25 of the financial budget and placed strict controls for projects where the payment on credit and the addition of a paragraph in the budget, related to audit the accounts of state institutions by the Council of Representatives and on a monthly basis and will be sent instructions budget after the vote it to the provinces during the week. "
He said that "the meeting which was also agreed to prevent the granting of advances by the government without the approval of the House of Representatives with two options to put the financial savings the first to find a schedule of priorities according to the guidelines and the second supplementary budget will be."
The statement continued, "It was also agreed that the drafting of the amendments by the Legal Committee."
Suhail stressed the need for "the observations made by the House of Representatives committees and undiagnosed because of the negative aspects of the entire budget will be a hit is also harmful for the country." Ended.
