"No reform is possible unless Region's system is changed"-Hama-Tofiq Rahim
A Gorran Movement leader, Hama-Tofiq Rahim, said his party doesn't expect any reforms to take place in Kurdistan Region unless there is a fundamental change in the political system.
Rahim commented on Gorran's stance concerning several political issues in an interview with "Hawler" newspaper published last Thursday. He confirmed that, similar to other opposition parties, Gorran has decided not to take part in the upcoming government to be formed by Nechirvan Barzani, Vice President of the Kurdistan Democratic Party.
In explaining his party's reasoning, Rahim said "We don't expect any change. This cabinet will not be much different than the ones preceding it." He criticized the dominance of the ruling parties over the government. "Key decision are [still] made by the parties" and not by the government.
"We don't have a problem with anyone; it is the way of governing and administrating" if you bring the most successful politician here to Kurdistan, he wouldn' be able to get any work done. If you take the weakest politician from here to work in Europe's modern system, he cannot do any wrong' the system here does not allow for one to do well."
Gorran holds 25 of Kurdistan Parliament's 111 seats, making it the largest opposition bloc. The Kurdistan Islamic Union with 6 seats and the Islamic Group in Kurdistan with 4 seats are the other opposition parties. The three parties share a semi-alliance and frequently make decisions together on important issues.
The opposition parties are ready to participate in the government under one condition, said Rahim, and that is if a transitional government is formed to prepare for early elections.
In order for Nechirvan Barzani's expected government to be fruitful and different from the preceding cabinet, Rahim encouraged the implementation of the oppositions' reform project proposal, known as the 6-package reform project. He suggested the next cabinet organize a national security council to run the Region's external relations and regulate affairs with the Iraqi central government in Baghdad. He insisted that the parties must not have representative offices abroad. Instead, the national security council should run external relations. He added that "the Peshmarga must be a force for the whole Region and not just for the parties. The Region must have one intelligence agency that does not belong to any one party."
On the suspension of meetings between Kurdistan Region's governing and opposition parties, Rahim said they have come to the conclusion that the meetings would have been nothing more than "killing time" with no change in the governing parties" attitude. "The authority has continued its policies and actions; therefore, we [the opposition parties] decided that these meetings are not necessary."
