The Iraqi government decides not to put a budget in 2012 in the meetings of the Council of Ministers

Baghdad, March 6 (Rn) - A legal adviser to Prime Minister Nuri al-Maliki said Tuesday that the budget in 2012 will not be discussed again at the Council of Ministers.
The Ministry of Planning has said earlier that the 2012 budget will be discussed in the cabinet of the new reduced payment on credit of $ 27 billion to $ 18 billion.
He said Fadhil Mohammed Jawad, told the Kurdish news agency (Rn) that "the Council of Ministers has not been raised today in its weekly meeting file the budget and decided to send its observations on the budget to the Federal Court."
"The Iraqi Council of Ministers meeting agreed not to put the budget of a new file in its meetings and rely on the response of the Federal Court on objections to some of the paragraphs of the budget."
The Iraqi government announced that it had decided to go to the Federal Court to resolve the paragraphs of the budget that is not the prerogative of the House of Representatives to make changes on it.
Article 62 of the Iraqi Constitution, "The Cabinet presents the general budget bill and the final account to the House of Representatives for approval." The second paragraph of the same article that "the House of Representatives may conduct transfers between the sections and chapters of the general budget and reduce the total amounts and, where necessary, propose to the Cabinet to increase the total amount of expenditures."
He pointed out that "the Council of Ministers will be carried out paragraphs of the budget agreed by it with the House of Representatives, but he will resort to the Federal Court to resolve some of the paragraphs you see it is not a specialty at the House of Representatives as provided by the Iraqi constitution, and it is not about to veto or reject the budget."
The Iraqi Council of Representatives has approved during its meeting held on February 23 on the 2012 budget, which amounted to 117 trillion Iraqi dinars, equivalent to about 100 billion U.S. dollars.
The Federal Government announced, last Tuesday that it will be amendments to the items added by the House of Representatives on the budget in 2012 to be consistent with legal and constitutional contexts.
