An official source in the State Company for Foodstuffs Trading, "The delay in the conclusion of contracts by the Department on the ministry in addition to non import plans in advance led to the aggravation of the problem."
He went to the source, "the lack of adequate strategic reserves to secure these materials for a period of 3 months at least, and that to secure these quantities requires a special financial allocation outside of the annual amount of the ration."
He noted "the existence of problematic art led also to a reluctance to transfer materials eg difficulty of border crossings or ports to all the stores, as well as the lack of coordination between agents and sales centers to bring in materials and processing is streamlined." Ended 2
