Confirmed in front of Arab leaders that Iraq has regained his freedom after suffering from tyranny and occupation
Baghdad morning
Counting of the Secretary-General of the League of Arab States, Nabil Arab, that the Iraqi people regained today its freedom after suffering from oppression, occupation, and traumatic events, as cautioned that the uprisings and popular revolts taking place in a number of Arab countries require to listen with interest and responsibility to the voice of the people. This came in a speech at attending the Arab summit conference held in Baghdad yesterday, stressing that the preoccupation with the developments of the spring will not forget the Arab League and the duty to stand with the question of Palestine, explaining by saying that this issue "has not and will never be absent from the agenda of Arab action."
The following is the text of the word:
Today we return to Baghdad after a long absence, go back to Iraq with his family and the Amer-honored history and treasures of Arab and Islamic heritage tells every corner of his staff a lesson from the lessons of human civilization reflects the people of Iraq, his contributions to humanity and innovations in various fields of knowledge.
I am pleased to congratulate you on assuming the presidency of the Arab summit, and I am sure that the Baghdad summit under your presidency will have an added value in the history of Arab summits, and will add them to your experience and wisdom the usual new dimensions enhance the joint Arab action at this stage articular critical and promising a better future for the peoples of the Arab region and its .
I would also like on this occasion thanks and appreciation to the Iraqi people for the warm welcome and generous hospitality, and thanks go to the national unity government headed by Prime Minister Nuri al-Maliki, and members of the government, and special mention of my colleague the Minister of Foreign brother Hoshyar Zebari, and the crew of the Supreme National Committee, which oversaw the preparation of this the top and stayed on the good preparation and organization efficiently and effectively.
I have regained the Iraqi people their freedom after suffering a bitter tyranny and occupation and the era of storm events, painful, and there is Iraq is due to continue with his brothers, confirming the presence of Arab identity are open to the other, and dignified with multiple components of ethnic and cultural, to resume its regional role is important in the Arab region and the world as a whole.
And held the Arab Summit today, chaired by Iraq, having won a bet regularity, Summit is looking forward to the attention of children of the Arab world with hope, hope and wishes that rise to the enormous challenges and major transformations that ripple the Arab region, the summit back the spirit of solidarity and reconciliation among its members and heal the wounds.
Not be exaggerated that I said that last year saw the emergence of a new era in the Arab world, and was full of this year, the events of historic proportions, which broke out uprisings, demonstrations and popular revolts demanding change and reform of the situation, and keep up with the times, and building good governance that meet the aspirations of peoples in democratic change, and in the social justice, human dignity and fundamental rights; which requires all of us to listen with great attention and responsibility to the voice of the Arab peoples, and read these developments with all reflection and insight, and exploring the horizon, hoping to be able to our leaders and our institutions to provide answers to healing and cogent replies to fundamental questions, namely: to Where are we heading? What are the plans that we adopt to build a country that achieved the Arab citizen secure a decent life, and up to our Arab nation worthy of their position on the map of the contemporary world.
I can not fail on this occasion to thank the Libyan people for hosting the work of the last summit in Sirte in 2010, emphasizing the Arab League's support for the efforts of the Transitional National Assembly under the chairmanship of His Excellency the Chancellor Mustafa Abdul Jalil, and the Libyan government to cross the safe revolution Jamahiriya in this difficult transition period towards the establishment of the Libyan state of democracy enjoyed by all Libyans freedom, justice, equality and equal opportunity for development and political participation.
I welcome the esteemed guests, Secretary General of the United Nations, Mr. Ban Ki-moon, Prof. Ekmeleddin Ihsanoglu, Secretary-General of the Organization of Islamic cooperation, and the representative of the President of the African Union Commission and the European Union.
I have lifted up a comprehensive report on the activities of the university since I took responsibility in the month of July last, I explained it at length activity of the Arab League to keep up with the major changes initiated by revolutions Arab spring, from Tunisia to Egypt, to Libya, Yemen, and up to Syria, the the winds of change that swept some Arab countries, although the tracks promising still troubled paced and risky, but it certainly has become inevitable irreversible, and we all have the responsibility to deal with what was produced from a new reality and trends important purpose of achieving the aspirations of the peoples of the region in freedom and change reform and institution-building and good governance.
In order not to prolong, restrict myself to you in my focus on a number of important points:
First, go through our first and major Palestinian issue is now going through a difficult, and requires a serious stand to confirm the full Arab support in all its forms, and the wide support of the Palestinian people steadfast in the face of occupation and aggression and siege.
Despite the political gains the important achievements of the Palestinian cause in the past year, and the growing international recognition of an independent Palestinian state within 1967 borders, which is almost close to the global consensus, Israel continues to defy international law and refuse to obey the resolutions of the United Nations a full Israeli withdrawal from the occupied Arab and Palestinian territories including the occupied Syrian Arab Golan, and to the line of June 1967 and the territories still occupied in southern Lebanon, the Palestinian refugee problem solving, and the establishment of an independent Palestinian state with its capital in East Jerusalem.
As Israel continues to implement its settlement of the Arab territories occupied, and further blur the policy of the Christian and Islamic monuments of Jerusalem, and intensify the excavations around and beneath the Al-Aqsa Mosque in danger of collapse as a result of these actions.
. Should not be in this context that we forget the tragedy of Palestinian prisoners and detainees who have spent many years in Israeli prisons in violation of the rules of international humanitarian law, and in this regard, I applaud the championship, which characterized the position of militant Palestinian Hana Shelby and her sisters and brothers, and call for concerted international efforts to put an end to this human tragedy.
Fancy to believe that the preoccupation with the developments of what is going on in the countries of Arab spring, as seems to be the situation now, Sincena duty to stand with the issue of Palestine, which will never lose never the agenda of joint Arab action, popular and official, which still constitute the key to peace and stability in this region, which requires commitment to the pledges of financial contributions to support the budget of the Palestinian National Authority in addition to providing immediate financial support to help the Palestinian leadership to undertake its responsibilities faced by the national benefits and Israeli threats to cut off her financial resources.
. At the same time, I call to intensify efforts to accelerate to overcome the remaining obstacles to the implementation of the Palestinian national reconciliation, which is a cornerstone of the unity of Palestinian ranks, and the essential foundation to attract more international support for the just Palestinian cause.
. Second, we come to the Syrian crisis that had occupied and still occupy a large portion of thinking and attention in the Arab world, since it erupted on March 15 / March of last year, and throughout the whole year, made the Arab League strenuous efforts to halt the bloodshed and prevent human rights violations that are still committed day, and gave the Syrian government the opportunity after the other to respond to the Arab initiative to resolve the crisis, including the experience Send Arab observers and appealed to the League of Arab Syrian government has repeatedly carry out its responsibilities to stop all acts of violence and to move seriously towards dialogue with the opposition to agree on the implementation of political reforms required to achieve the hopes and aspirations of the Syrian people, and put the university the highest priority to the protection of Syrian citizens unarmed and maintain the capabilities of the Syrian state and territorial integrity, and safety components of the social fabric, as well as spare risks strife of civil and foreign intervention, was to resort recently to the United Nations in accordance with these constants, however, and until this moment and all unfortunately did not reach the Arab efforts and international efforts to what they wanted.
However, the start address of the Security Council in harmony among its members following the issuance of presidential statement last week to support the mission of Mr. Kofi Annan's envoy to the joint United Nations and the League of Arab States is a positive development must be built upon, and efforts are still intensive contacts and consultations are continuing with Mr. Kofi Annan and the various parties concerned, including the opposition Syria in order to break the impasse and get out of this impasse, and we hope that the approval of the Syrian government to plan the six points made by Mr. Kofi Annan, in conjunction with the commitment of serious and immediate and full implementation of the provisions of that plan, the bloodshed and to begin to get out of the dark tunnel of the crisis, and to achieve the aspirations of the people Syrian and aspirations for freedom and democracy and change.
I emphasize in this regard that the initiative to resolve the crisis the Syrian is still in the hands of the Syrians, the government and opposition, and I hope to strengthen the efforts of Mr. Kofi Annan and his deputy, Dr. Nasser Al-Kidwa move Arab practical and urgent support these endeavors, this may contribute to putting out the fires in Syria, and in a solution to end this crisis, and spare the dear sister and Syria and the region around the entire risk of the deterioration of the situation, and the consequences of a slide toward the unknown.
Third, as discussed in my report as well, Mr. President, Arab League's efforts to support peace and development in Sudan and the Republic of the moon, and in mobilizing Arab and international efforts to re-interest tragic situation in Somalia, and push for a solution within the framework of the Somali National Reconciliation, also touched upon the issue of strengthening the path of cooperation blocs with Arab and international organizations, especially the United Nations, the Organization of Islamic cooperation and the African Union and the European Union, and the achievements of Community cooperation with emerging powers such as China, India, Turkey and others.
. Fourth: The focus of the university to address the political crisis; not limit the effort to pursue Arab action in the Apartment Development and the Economic and Social Council, and ensure the implementation of integration projects between the Arab countries in the field of road transport and maritime transport, and electrical connection, and food security issues and operation and other projects approved by both development summit in Kuwait in 2009 and the Sharm el-Sheikh in 2011, and preparations are under way to the top of the third development to be held, God willing, in Riyadh at the beginning of next year.
And in light of what we witnessed in the Arab region of revolutions and social mobility work to strengthen the participation of young people and women and the private sector and civil society as key partners in the development process. We also maintain the gains made by Arab women in all spheres, There is no doubt that a victory for Ms. Kerman Yemeni trust the Nobel Peace Prize is an estimate of Arab women and the prominent role played by the promotion and development of Arab societies. On this occasion, I salute Ms. Kerman trust and I call her continued success as an example of Arab women struggling and actively participate in the process of change and reform.
The adoption of the Baghdad summit three fundamental documents of the dimensions of strategy in the field of water security, and promote Arab tourism, and disaster risk reduction, giving a strong impetus to activate Arab economic action that are working to make it a key priority in the tasks of the university because it touches closely the life of the Arab citizen and worries daily in the collection of a decent life and freedom and creativity of the starting of the building and to participate effectively in the industry, its present and future.
Fifth: Mr. President, is the theme of "making the Middle East a zone free of weapons of mass destruction, particularly nuclear weapons" of subjects standing on the agenda of the university because they relate to security, collective Arab, and, as it represents the monopoly of Israel's nuclear weapons of very dangerous for the region and an imbalance in the balance of power on the the regional level, and increased the complexity of this topic was raised doubts about Iran's nuclear capabilities and what this implies the risk of escalation and the threat of a possible outbreak of military confrontation would have disastrous effects on the entire region.
Hence it became necessary to study all the possibilities and expectations and to think of re-assessing the Arab position on this subject, including the obligations of the Arab countries at the international level, in the case of the continued policy of procrastination and obstruction to free the Middle East from these deadly weapons, security is the collective Arab is no longer shall accept the imposition of de facto policies, and increase the imbalance of regional security.
Sixth and finally, I can not fail in the context of this review to refer to the great challenge facing the university in the next phase, which is the issue of reform and development of the Arab League, which began the independent commission, which was formed under the chairmanship of HE Mr. Lakhdar Brahimi and the Foreign Minister of Algeria, former, in consideration of all aspects and dimensions, no doubt that the need for radical reform and the future of the university structures, priorities and working methods have become urgent until the joint Arab action gives the chance of success in achieving the desired goals to become an effective framework is able to realize the hopes and aspirations of the Arab peoples.
In this regard, I'd point out that the Charter of the Arab League is still up to this moment reflects the concept and philosophy of the first generation of international organizations represented by the Covenant of the League of Nations, where it began the drafting of the Charter of the University in 1944 before nearly a year of the conclusion of the Charter of the United Nations, Accordingly, should the university to keep abreast of changes and international developments to enhance its potential and qualify them to undertake new responsibilities in the Arab world is variable, and I look forward to further guidance from the summit to proceed with the reform steps which we hope will be entered on the structures of the Arab League and mechanisms of action which I have referred in my report of the summit, which require provide human and financial possibilities, so that the University carry out the new requirements imposed by the current Arab reality, and keep up with the challenges of the era as a regional actor and renewable, like their counterparts from other regional organizations.
In this context, I'd emphasize that the review of the functional structure of the Secretariat of the University and review the functions of departments and agencies have to prevent duplication and to enable them to improve performance and to undertake new responsibilities is a major priority for me, as has become urgent to reconsider the Statute of the Council of Arab Peace and Security, Work is continuing now to complete the technical equipment and human resources necessary to start the operation room crises that will provide services to this Council and various departments of the Secretariat and Member States, as part of development also has to be a comprehensive review of all agreements concluded within the framework of the Arab League and its organs in order to consider the make the required those agreements before entering into new agreements. I go back and to assure that reform efforts must be realistic, it can not be of any reform process to achieve all its goals at once.
Here we should recall the fact that key is that it will not succeed to any attempt to repair the Arab League and its institutions unless there is political will of Member States to do the work of a joint Arab real, and what was not convinced by the Arab countries that cooperate with each other would protect its interests and strengthen their ability to deal with the challenges and requirements carried by our present and future of Arab action. In this framework, we will introduce to the University Council next Ministerial conclusions and recommendations that will reach to the Independent Commission together I propose to examine them and take the necessary decisions in order to begin implementing them as soon as possible and in accordance with the priorities imposed by the requirements of reform and development of this organization ancient, and I am confident that this effort will be supported by this summit and care.
