I am still bothered by Maliki, in that, just this one simple gesture would settle down the citzens. If he lived up to his promise of Erbil / Arbil / Irbil, then huge steps could have been taken now.

Why won't he do that? I just don't get it.

So much could have been accomplished had he just lived up to just that one promise...

Why? I wish someone could give me a truly detailed explanation. I've yet to have it explained.
