He added by saying that "Parliament approved the Article 16 of the draft budget law of the province for the current year on the development of human capabilities and to prepare and train competent in all areas through the provision of seats for a fellowship in international universities and open education courses outside the framework of the program enable students adopted in the region, under the supervision of the President Prime Minister Barzani in the region and his deputy Imad Ahmed in collaboration with the Ministries of Education and Higher Education, provided that the Government of the Region formulated a draft law to organize such article.
