Baghdad / NINA /-- Council of Ministers approved in its session today a bill to postpone the implementation of customs tariff law until the appropriate conditions allow its application.

A statement by government spokesman Ali al-Dabbagh said : "The Council of Ministers approved informing the Secretariat of the United Nations through the Foreign affairs Ministry to extend the mandate of the United Nations Mission in Iraq to help for an additional a whole year. / End

I changed the title of your post to be what the article is actually titled...how you had it titled was misleading and could cause undue alarm. I checked multiple news sources and saw no other news about this but let's take a look at this at face value.......if this is true, the council approving the bill does not mean the tariffs are postponed. Parliament is needed for this. This may be a precursor for an approved delay, or it may fall on deaf ears. We will know soon. Stay calm but at the same time don't ignore any news that could challenge the blue sky!

Also, the unami extension is for a year but the context of the tariffs only says "postpone". Two separate statements here.

The United Nations Assistance Mission in Iraq (UNAMI) is an entity that was formed by the United Nations in Security Council Resolution 1500 on 14 August 2003.

Its mandate operates through a Special Representative of the United Nations Secretary-General in Iraq. The first such representative was Sérgio Vieira de Mello who was killed in the Canal Hotel bombing on 19 August 2003.

The current mandate was extended to 31 July 2011, under Resolution 1936 adopted on 5 August 2010. One of its tasks is to implement the International Compact with Iraq. The Special Representative of the Secretary-General Ashraf Qazi was appointed on 14 July 2004 and retired on 18 September 2007.

The International Compact with Iraq is an initiative of the Government of Iraq for a new partnership with the international community. The Compact, jointly chaired by the Government of the Republic of Iraq and the United Nations, with the support of the World Bank, establishes a vision that, "five years from now, Iraq shall be a united, federal and democratic country, at peace with its neighbours and itself, well on its way to sustainable economic self-sufficiency and prosperity and well integrated in its region and the world." Guided by the Millennium Development Goals, the Government will work to meet basic needs, protect the rights of all citizens and ensure the optimal use of the country’s resources for the common good and "bring together the international community and multilateral organizations to help Iraq achieve its national vision." The Compact establishes benchmarks and mutual commitments for Iraq and the international community regarding normalizing the security environment, reconciling the political environment, and revitalizing the economic environment.

The Compact was announced July 27, 2006,[1] was formally introduced at the United Nations on March 16, 2007,[2] and was officially launched May 3, 2007. The first annual review conference for the Compact was held in Stockholm on May 29, 2008.[3] In August, 2008, a cooperation agreement between the United Nations and Iraq’s Government was reached defining a strategy to support Iraq’s reconstruction, development and humanitarian needs for the period 2008-2010[4] [You must be registered and logged in to see this link.]


So, unless I'm missing something, I don't see the direct connection to the implementation of the tariffs.

here we see proof that a new law would be required to postpone:

"If I want to extend the postponement again for a year or more, it would require a new law of the House of Representatives includes a new date for the application of tariff and customs duty are met for goods coming into Iraq."
