Baghdad (news) .. said legal expert Tareq Harb, the conclusion of contracts operational matter and not a parliamentary, in reference to the armament contracts for the Ministry of Defence.
He said the war in a statement received (for the Agency news) Friday: Commenting on some saying he should be informed the House of Representatives on armament contracts, say that contracts entered into by the ministries including armament contracts for the Ministry of Defense of the jurisdiction of the ministry, because the jurisdiction of the House of Representatives have for Treaties and agreements only in accordance with Article 73 / II of the Constitution.
He continued war: This does not include contracts are within the jurisdiction of the Prime Minister as a direct executive responsible for state policy and the General Commander of the Armed Forces in accordance with the provisions of Article 78 of the Constitution, and within the jurisdiction of the Council of Ministers in accordance with the provisions of Article 80 of the Constitution as the competent authority for the planning and implementation of policies the state and the general plans to oversee the work of the ministries.
He added: This matter within the jurisdiction of the Ministry of Defence and the Prime Minister and Council of Ministers, especially since these contracts verify weapons better and minimum price and processing time at least and unconditionally from the fitted, contrary to what is on offer from the United States and the European Union that are not available in the offerings mentioned provisions. / End / o. p /
