BAGHDAD (Iba) .. Revealed a document issued by the Trade Bank of Iraq that the Iraqi government continues to Russian arms deal procedures for which raised a lot of question marks and charges on suspicion of corruption.
The document is an official letter addressed to the Trade Bank of Iraq to the General Secretariat of the Council of Ministers number 6575 dated 11/21/2012, and asked the bank to exclude from the central bank controls the issuance of letters of guarantee Russian arms deal.
The bank noted in his book (the document) that he received a request for the issuance of letters of guarantee from Russian vnesheconombank bank wholly owned by the Russian government, and at the request of the Company JSC (Rosoboronexport) for the Ministry of Defense.
The book also said that the required letters of guarantee are:
1 - a letter of guarantee advance payment in the amount of $ 445.745.200.00 in force for a period of 39 months.
2 - a letter of guarantee advance payment in the amount of $ 165.754.622.52 in force for a period of 33 months.
3 - a letter of guarantee advance payment in the amount of $ 162.307.109.60 in force for a period of 37 months.
4 - a letter of guarantee advance payment in the amount of $ 9.000.000.00 in force for a period of 15 months.
5 - a letter of guarantee advance payment in the amount of $ 13.500.000.00 in force for a period of 15 months.
6 - a letter of guarantee good performance in the amount of $ 22.287.560.00 in force for a period of 51 months.
7 - a letter of guarantee good performance in the amount of $ 8.287.731.13 in force for a period of 45 months.
8 - a letter of guarantee good performance in the amount of $ 8.115.355.48 in force for a period of 49 months.
9 - a letter of guarantee good performance in the amount of $ 3.000.000.00 in force for a period of 27 months.
10 - a letter of guarantee good performance in the amount of $ 4.500.000.00 for a period of 27 months.
The bank said in his book that the issuance of these letters will be a significant commitment exceeds the allowable credit ceilings, adding that letters of guarantee will be issued on the responsibility of the Russian bank and without any insurance as letters of guarantee opposite.
The bank asked the General Secretariat of the Council of Ministers instructed about the possibility of issuing these letters exception of instructions and controls the CBI special credit ceilings allowed the bank.
The Prime Minister sent National Security Adviser Faleh al-Fayad, heading a delegation to negotiate again on the arms deal, which raised a lot of confusion on them, prompting the House of Representatives to form a committee to investigate Bmlabsadtha, while sacked Iraqi government spokesman Ali al-Dabbagh on the background of the circumstances of the transaction.
