Of course, I could be wrong...but it appears they are getting ready for some changes in the way they manage and facilitate the exchange of money in ways that would improve most areas of economic development--including working with a new exchange rate...?

This is a good article, much of which we've talked about in past chats, but I wanted to define for you what a "Market Economy" is which is mentioned in the opening statement.

A Market Economy is an economic system where the pricing of goods and services are determined by the whole of Iraq's citizens and businesses. The best part is there is little government intervention. Market economies work on the assumption that market forces, such as supply and demand, are the best determinants of what is right for a nation's well-being.

This is the whole enchilada and sets Iraq among its peers. We've been seeing this develop throughout the year. History in the making.
