"
Under article 112, first of the Iraqi Constitution states that "The federal government will administer oil and gas extracted from current fields with the governments of producing regions and provinces, that distributes and imports fairly commensurate with the population distribution in all parts of the country, with quota for a specified period for affected regions, which were unjustly deprived of them from the former regime, which damaged then, to ensure balanced development in different parts of the country, and is regulated by law. "
The same article indicates secondly that "the federal government and the governments of the producing regions and provinces together will draw up the necessary strategic policies to develop oil and gas wealth, so as to achieve the highest benefit to the Iraqi people, relying on the most modern techniques of market principles and encouraging investment."
