The deputy chairman of the Committee Ali Fayad said "the Commission on oil and energy parliamentary has a tendency to apply the text of Article 112 of the Iraqi constitution and management of oil wealth." He Fayad that "Maysan province, which currently produces more than 150 thousand barrels per day and Wasit province, which produces more than 250 thousand barrels per day is supposed to be for two representative each in the Special Committee in the governorates of oil-producing and working on resolving things to resolve the differences and oil policy for the development of wealth oil. "
Under article 112, first of the Iraqi Constitution states that "The federal government will administer oil and gas extracted from current fields with the governments of producing regions and provinces, that distributes and imports fairly commensurate with the population distribution in all parts of the country, with quota for a specified period for affected regions, which were unjustly deprived of them from the former regime, which damaged then, to ensure balanced development in different parts of the country, and is regulated by law. "
The same article indicates secondly that "the federal government and the governments of the producing regions and provinces together will draw up the necessary strategic policies to develop oil and gas wealth, so as to achieve the highest benefit to the Iraqi people, relying on the most modern techniques of market principles and encouraging investment."
