The Government of Prime Minister Nouri al-Maliki from the throes of a difficult world record at the time was nine months between elections and the formation of the Government. But the Maliki government nonetheless came incomplete security ministries remain vacant. Maliki himself took over past months managing the ministries of defence, Interior and national security but in the meantime candidates who filed their relevant political blocs.
This situation at a time when the situation called for stability in the sensitive ministries such as the task of ensuring the security of the citizen and the protection of State institutions. Observers pointed out that the Presidency of the Council of Ministers and the leadership of three vital ministries burdens on Maliki might adversely affect the performance of his Government.
In this environment coupled with the continuing difficulties facing the political process over the past days have witnessed bombing which left hundreds dead and wounded in various parts of Iraq. A day after the bombings, Al-Maliki's decision announced by the Minister of culture appointed defence Minister Saadoun al-dulaimi. And reactions of the political blocs were part of the Ministry of defence within its negative resolution accusing Al-Maliki to escape from the problem of the deteriorating security situation.
Radio free Iraq in the Iraqi leadership met Hamid Mussa which Coalition reiterated his position on the concentration of powers but the Prime Minister and failure to implement commitments arising from conventions of Arbil, which ended the deadlock on forming a Government. Mussa warned fanciful threats to national unity, saying that Iraq no longer are.
But a State of law coalition leader Adnan Sarraj said in an interview with radio free Iraq that Maliki's decision to appoint Saadoun al-dulaimi, Minister of Defence Agency legal decision came after weeks of pledged Iraqi block candidate. Sarraj denied that the Prime Minister gave up the Ministry of defence because he was unable to discharge the burden of three ministries of security with Prime Minister Maliki had previously worked with the Al-dulaimi, which enjoys the confidence and proved.
Political science professor at Mustansiriya University at Al-Juburi said the new chapter of the series security ministries to the political conflict that afflicts the political process from the outset and is today primarily between the State of law Coalition, led by Al-Maliki, the Iraqi national accord movement led by former Prime Minister Iyad Allawi.
From the current culture Minister Saadoun al-dulaimi to block Alliance Parliamentary Center near Iraq already took the Defense portfolio in the Government of Ibrahim Al-Jaafari between 2005 and 2006.
