Iraq was able to finally get rid of the weight of the pens and columns that were written about the events of the Iraqi scene after a period of change and get rid also of the analysis, perceptions and expectations that were expressed by Arab intellectuals through their programs and symposia and conferences which were carried by satellite television relentlessly and began to examine the repercussions of the occupation, civil war and the damage caused by the democracy to Iraq and its people after the fall of the dictatorship in this country.

Although we have succeeded in creating democratic practices such as elections and a constitution and a referendum by the people but all this did not succeed in establishing the concepts of democracy to the elite of politicians who still insist on the participation of everyone in the government regardless of what was produced by the results of the elections under the pretext of formation (Government national partnership and not to marginalize others and participation of all Iraqi factions in the resolution) and all these concepts are in fact far from democracy as it is dedicated sectarian quotas, which contributed to disrupt the political process in Iraq, recognized the politicians themselves for many reasons, most important that the mechanism is on the basis of decision-making and voting on legislation and important laws in the light of these quotas and compliance is the mechanism of sterile does not serve the democratic experiment, but a crippling demands the issuance of the simplest laws and legislation to convince all political parties which are different in their ideologies and agendas and perhaps supporters to vote for the resolution of that witness to disable many of the laws because they will need for lengthy discussions and trying to persuade some of those who reject the decision and is boycotting the vote by leaving the meeting and withdraw from it, and after disruption and delay long been linked to more than one resolution or bill to be voted upon in one basket to ensure passage of what he wants of each party knowing that the basket one reflects distrust of the blocks Political each other and there are many examples of the laws were discussed and in this way.

And so it was still quotas disrupt the democratic process, perhaps because of Iraqi society because of lack of experience and practice of democracy did not acquire the political and cultural, which qualifies it for the production of the political class away from the overlap of ethnic, sectarian and can be seen clearly in the results of the elections, which passed the test of democracy since the first elections to now, in addition to lack of access to the political stage of democratic maturity that makes him eligible for admission to play the role of political opposition in parliament to be a tool for people watching through which the Government Performance and reveal violations by the power away from political miscarriage, who accompanied the political process at all stages.

Conclusion that the system of sectarian quotas and compliance governing the country have made Parliament an arena for political conflicts and a platform for speeches rhetoric and the exchange of accusations and insults that do not derive from the Iraqi citizen, but the escalation of sectarian violence and delay the process of construction and services people are paying the price for not maturation of some of the politicians that we face today is a real need To change the mechanisms of democracy in order to get rid of the obstacles they put the stick in the wheel of democracy and prevent it from turning.
