World Bank chooses three Iraqi provinces to implement the management program of government investment

Kirkuk Provincial Council announced Tuesday that the World Bank and the Ministry of Planning chose the provinces of Kirkuk, Karbala, Maysan coverage in the management of government investment program to witness the evolution of these provinces and large urban movement.
The council said in a statement Tqlt "Alsumaria News", a copy of which, "The head of the provincial council in Kirkuk agency Ribawar high Talabani discussed with a delegation from the World Bank program on the management of government investment done by the World Bank at the request of the Ministry of Planning of Iraq in order to benefit from the experiences of and resources of the World Bank in the field of investment management. "
The Council added that "the meeting dealt with the mechanism and how to implement the program by the World Bank delegation," adding that "the mission of experts from the World Bank in the management of government investment will implement the program at the request of the Ministry of Planning, which chose three Iraqi provinces which Kirkuk, Karbala , Maysan to implement its program due to the large urban movement taking place in these provinces. "
He explained that the Council, "the mission will evaluate the adoption of the theory of international business includes semi-survey and a set of queries to specialists then prepare a report on the results of this program."
For his part, head of the provincial council in Kirkuk agency Ribawar Talabani said in an interview for "Alsumaria News", that "the changes that have occurred in Iraq after 2003, in terms of the nature of the regime in the country and the transformation of the dictatorial regime central to a democratic system and administrative decentralization, which contributed to the gain Council to maintain good experiences in the field of projects over the past nine years. "
Talabani said that "the most important problems and obstacles to the work of local governments in the management of projects and investment, particularly the delay in the adoption of the federal budget by the Iraqi Council of Representatives in each year as well as the operational capacity of the poor to the Iraqi government."
He said Talabani that "are not contributing to foreign companies in the reconstruction due to the unstable conditions experienced by the country, and rampant corruption in Iraq in general, as well as a power struggle between the two sides legislative goal of parliament and executive represented the central government."
The budget this year for the province of Kirkuk (255 km north of Baghdad), up to 490 billion dinars and includes nearly 400 projects which amounts allocated for Kirkuk except allocations five dollars for every barrel of oil producer, has been allocated 100 billion dinars, which is distributed according to population density Balaqdah and respects and 200 billion as projects strategy for the districts, counties are selected from councils in districts and areas in coordination with service departments and the need for the citizens of Kirkuk.
