Baghdad ... instructed the Council of Ministers, to prepare a bill for the establishment of National Guard troops and organize volunteers from the popular crowd in a maximum period of two weeks, while calling for activating the strict procedures of deterrence against the corruption cases. The General Secretariat of the Council of Ministers in a statement received (Fallujah News) copy of it, 'Cabinet held its first meeting under the chairmanship of Prime Minister Haider al-Abadi', indicating that the 'Council of Ministers instructed to prepare a draft law for the establishment of National Guard troops and organizing the subject of volunteers from the crowd popular that accomplish the project within two weeks.
