And ensure that the first axis of the agenda of the meeting: the transfer of sub-departments and agencies, jobs, services and functions of the ministries to the provinces according to what came in the provincial Law No. [21] for the year 2008, as amended, based on the recommendations of the meeting held on the 15th of December 2014, as follows: Labor law provinces No. [21] for the year 2008, as amended, and the withdrawal of the appeal raised the Federal Court in order to facilitate the transfer of powers and the application of the principle of decentralization, and to reconsider the laws of ministries covered by the transfer of powers and functions in accordance with Article 45 of the Provincial Law No. [21] for the year 2008 the rate of the central character inconsistent with the administrative decentralization and in accordance with the Constitution. Starting the implementation of the gradual transfer of powers of the provinces and prepared according to compel the relevant ministries with embed it in line with the budget in 2015, and assigned to the National Center for Administrative Development and Technology of the Ministry of Planning information and coordination with the concerned ministries and provinces to carry out the following tasks:
The preparation of the organizational structures of the General Directorates or proposed districts formed ministries that do not have the formation of the level of General Directorate in the provinces, and update the organizational structures of the provinces in line with the trend towards administrative decentralization, in addition to a detailed measures of financial and accounting and administrative matters and Accessories guide in the disengagement process and including an orderly transition departments concerned and determine the powers and terms of reference and functions of each of the provinces and ministries that will decode departments link.
Identify specific period of maximum to accomplish the above tasks by the National Center for Administrative Development and Information Technology at the Ministry of Planning.
As is the second axis of the agenda of the meeting: to discuss the investment law and to develop effective solutions for the Barriers that have prevented the rapid completion of the investment projects in the provinces, according to the recommendations of the meeting held in [16] of December 2014 and Kamal follows: -
Speed up the completion of ownership investment law of the land free of charge and to facilitate the conversion of classified procedures and allowing foreign investors to own the land under residential investment, and the addition of the concept of safe investment areas to the law and are intended to availability of the full investment conditions, and the addition of developer concept to the investment law.
Post the mixed sector in the field of investment, and the provision of loans for Iraqi and foreign investors while reducing the interest rate, and expand the powers of representatives of the relevant authorities per window in the provinces of investment affairs, in addition to considering the installation of heads created a local investment commensurate with their positions.
The prime minister Haider al-Abadi, arrived this morning to the province of Basra and went straight to where he attended a coordination meeting of the provinces of non-performing province.
