It seems the Kurds have been holding out on the output of oil they can pump...and it seems no clause on the extra oil and extra $$$ for the extra oil output...is what holding up on the last wording...but the Kurds are still going to vote for the Budget..the State of Law..well they trouble from the get go...it how they roll...that why Iraq never saw the 2014 budget..
