Twilight News UN Security Council / adopted a resolution Thursday aimed at drying up "Daash" terrorist organization that earns millions of dollars from oil smuggling and ransom effects and resources.
alt It is noteworthy that the draft resolution sponsored by the United States and Russia that Member States are obliged to abstain from the conclusion of the direct and indirect trade deals with "Daash" and to freeze all financial assets.
Council urges the member states of the United Nations shall inform in case of crude oil or refined from officers under the control of extremists in Iraq and Syria areas.
The resolution bans on Syria trading stolen the effects of a decision that was in effect before on Iraq.
The resolution recommends tightening surveillance on trucks and aircraft movement to and from under the control of extremists and that could be used to transport stolen goods areas (gold or electronic materials or cigarettes). This recommendation is directed especially to Turkey, the main crossing point.
The initiative falls within the framework of increasing pressure on the militants.
US officials say the "better-funded terrorist organization in the world," lost control of the land because of the international coalition raids as the decline in oil revenues must be prepared to face a ground assault on a large scale in Iraq.
The UN report published in November (November), pointed out that the extremists earn between 850 thousand and $ 1.65 million a day from the sale of oil to the special mediators.
However, some experts estimated that the revenue fell by half because of raids by coalition and lower crude oil prices in the market.
And falls this technical decision, which also includes other extremist groups such as the Front victory within the framework of Chapter VII of the UN Charter, which provides for the imposition of sanctions on countries that refrain from the application.
The decision includes a series of measures taken by the UN Security Council since the takeover regulation Daash on vast tracts of land in Syria and Iraq a year ago.
A range of sanctions (freezing of assets and an arms embargo) applied years ago to organizations and individuals associated from near or far from al-Qaeda.
The UN Security Council adopted in August 2014 a decision aims to cut off funding for extremists by threatening to punish countries that buy oil from them. The resolution also stated the need to stop the flow of foreign fighters into Iraq and Syria to join the organization of "Daash" and that the number of components exceeds 20 thousand people.
A Western diplomat said the new resolution "will narrow down larger and will design the UN Security Council if it is difficult to assess its effect on the short-term."
The diplomat said that it was positive that Russia is an ally of the Syrian regime of the authors of the resolution because it had previously objected to several decisions in the Council since the start of the crisis in Syria.
But the application of these decisions is not easy because of the large number of brokers who deal with the extremists. The Board recommends that once again not to pay any ransom in case of kidnapped nationals, but several European countries to do so indirectly.
One of the main points in the new decision is the prohibition of art and artifacts stolen from Syria smuggling.
The draft resolution states that "all member states are obliged to take necessary measures to prevent trafficking of Syrian and Iraqi cultural property" that drove illegally from Iraq since August 1990 and Syria since March procedures (March 2011) (the beginning of the Syrian crisis) and ensure it back to her original.
