Stressed Oil Minister Adel Abdul-Mahdi, Saturday, on the need to approve oil and gas law, as pointed out that his ministry is seeking to achieve a true partnership with the Council of Basra. The HCL is already law, it was in the budget per what the Vice President of Kurdistan stated. This is talking about the management of the HCL. Misleading headline of what the article talks about. These are negotiations to the HCL they are doing and will continue to adjust the rules. HCL was implemented January 1 2015 and they are using it. They might not have a final version but they do have a HCL to go by. The articles clearly state they are following the HCl and are making changes to it as needed and negotiated.Both sides are following what they agreed to and have stated so.
