made the President of the Human Rights Department at the Foreign Ministry, Ambassador Hassan al-Janabi, on Thursday, the word Iraq in front of the 28th session of the Human Rights Council of the United Nations, within the discussion of the universal periodic Iraq review report and approval.The following is the text of the speech:
Mr. President
1. ft my delegation last October his league in the universal periodic review mechanism to the Human Rights Council and we would like to applaud the renewed interest shown by the Council of the report, which resulted in a number of recommendations that may be the level of our answer them within this paragraph of the twenty-eighth regular session of the Council .
2. The Iraqi government has paid special attention to the recommendations issued by your council after the interactive dialogue that accompanied the periodic review in the second round, and the Council of Ministers approved in its resolution No. 107 of 2015, the approval of the majority of the recommendations, considering that the implementation of the recommendations is part of the implementation of National Plan for Human Rights from 2013 to 2017. And that goals can be summarized as follows:
Improve the human rights situation and make it a key part in the context of the general policy of the state .
Make the plan public tool for the sound management and good governance, strengthening the rule of law.
Promote tolerance, harmony and respect for cultural, religious and national diversity and promoting national cohesion environment .
Improve education, health, housing, nutrition and social services programs, and achieving justice.
Promote the principles of human rights within the government and in the broader community by encouraging organizations and citizens to promote activity in the field of human rights .
A comprehensive and systematic approach to the protection and promotion of women, children, minorities and vulnerable groups rights .
Local and international mobilization of resources through technical cooperation programs with partners.
Mr. President 3. 've Iraq received during the discussion of his second league last October 229 recommendation was formed after the national committee to study the recommendations and take the appropriate position on them , included representatives from the General Secretariat of the Council of Ministers and Foreign Ministries, and human rights, Interior, Planning, Justice, Ministry of State for Women and the Supreme Judicial Council and representatives of the Kurdistan Regional Government.
4. The Committee held several meetings and met a number of civil society organizations and many of the activists in the field of human rights to create a common vision and work to implement the recommendations in line with the government program, and not inconsistent with the Constitution and national legislation in force.
5. The Commission has proposed to the government to accept 76% of the recommendations and so the government has accepted my recommendation 175 with 54 unable to accept the recommendation, political and social conditions currently prevailing in the country.
6. The support of the Government of Iraq to the recommendations consistent with the principles of the Permanent Constitution of the State and national constants and social norms and values, as well as with the development plan and the government's program for the period from 2014 until 2018. In fact, the vast majority of the accepted recommendations are part of the government program, which is committed by the Government of d. Haider al-Abadi, which included the following:
Activating the principle of accountability at all levels, development of indicators and criteria for measuring and evaluating the performance used by the legislative, executive and supervisory authorities to establish the performance, accounting periodically and annually and activating the role of regulatory bodies that should be the subject of other monitoring and evaluation.
Separation between the political and administrative positions and the application of the principle of equal-based opportunities on the basis of merit, and the removal of executive institutions from political influence to achieve Aomatah political gains, and respect for the powers and functions of state formations according to the laws, and passed by the Constitution to achieve a balance between the people of Iraq, the components of the armed forces and security agencies, and the formation of the Federal Service for the organization of the federal public office affairs.
Strict adherence to the principles of human rights in all state institutions, including security, in particular, the protection of the citizen of the violations and abuses and work to complete the necessary resources and capabilities that enable the Human Rights Commission of activating the role.
Bear arms, however, the state, and the prohibition of any armed formation outside the control of the state as stipulated by the Constitution.

7. The recommendations that could not be accepted at the present time, the delegation would like to clarify the following:

Iraq has discussed his periodic reports to the Committee against all forms of Discrimination against Women ( CEDAW ) and the Committee on the Elimination of Racial Discrimination ( CERD ) in 2014, and the report of the National Committee on the Rights of the Child, the first Optional Protocol on the sale of children, child pornography, the Second Optional Protocol on the involvement of children and armed conflict in the month of January of this year, and all the other national periodical of the reports by the joining of international conventions concerned with human rights during the year,
including the Convention against Torture ( CAT ) , the Convention on the Protection of All Persons from Enforced Disappearance ( CED ) , and the International Covenant on Economic, Social and Cultural Rights ( CESCR ) , and the International Covenant on Civil and Political Rights ( CCPR ).Mr. President
9. Iraq is exposed to a terrorist attack carried out by Daash terrorist entity since last June where he managed the organization of the control of parts of the ground in Iraq, and has committed brutal crimes rise to the level of genocide and crimes against humanity and war crimes, represented massacres heinous mass executions of prisoners and elements of the armed from captured soldiers, clerics and defenseless civilians, children and women who rejected terrorism as women enchant Yazidis and other minorities,
and committed the forced displacement and indiscriminate killings, torture and sexual abuse against women and children and forced marriage, and the demolition of shrines and places of worship and historical pillars and cultural heritage crimes as recently happened in Mosul Museum, scraping and sabotage ancient city of Nimrud and urban city.

and point out that the competent authorities are working continuously in the areas of education, health care and protection to promote the implementation of the principles of the Convention on the Rights of the Child and the development of legislative frameworks and the formation of child-related institutions, and in this field must be noted the development of the following institutions that contribute to achieving this:
Family Court
Four specialized domestic violence courts
Family Protection Directorate at the Ministry of the Interior
