Confirmed member of the Finance Committee in the House of Representatives Najiba Najib, said on Sunday that an advance exchange (percent salary and five million Iraqi dinars), which is granted to state employees, contingent on the availability of liquidity in the Rafidain and Rasheed.
Najib said in an interview with "The trend Press" ruled out the existence of a legal or administrative ban to prevent the grant in the "100" salary and five million Iraqi dinars, staff or others, pointing out that the lack of liquidity in the banks delayed the disbursement of these advances.
They noted with regard to increasing the salaries of staff that one of the central government's decisions in 2013 provided for the salary increase of the nominal employees covered by the Civil Service Law, and was due to implementation of this resolution in the 2014 budget, but the failure to approve the 2014 budget, called to be incorporated into the 20 185 budget , but the slump in oil prices has delayed implementation of this resolution.
It added that the implementation of this resolution and failure to perform depends on the ability of the state to provide the revenue that cost the state two billion five hundred billion Iraqi dinars.
It is said that the Ministry of Finance has launched an advance percent salary for employees in the 20 May 2012.
The Ministry of Finance has identified two types of staff advances five million dinars, and his predecessor percent salary, for building in addition to the purchase of land and residential units.
