Parliament Speaker: Iraq needs to face the decentralization of separation and division

(Independent) .. House Speaker Saleem al-Jubouri, that the country, which consists of a variety of national and ethnic segments need to decentralization to achieve national unity which is the best way to confront the dangers of separation and division said.[/ltr]
[ltr] He stressed Jubouri presided over the enlarged Conference to activate the second amendment to the provincial law No. 19 of 2013 and the transfer of powers to government departments service operating in the provinces and ministries, said the provincial council is the highest authority of legislation and supervision within the administrative border of the province, and it has the right to issue domestic legislation to enable it to manage its affairs according to the principle of administrative decentralization and not inconsistent with the Constitution.[/ltr]
[ltr]And between President al-Jubouri said the House of Representatives will ask the Supreme Commission for coordination between the provinces and ministries with the relevant ministries after the date of the transfer of powers, to submit the completion of the transfer of powers to the provinces and constraints faced by councils rates, noting that the House of Representatives resort to the executive bodies accountable if they do not carry out the transfer of powers process According to the Law of the regions, adding that the appeal or amendment to the law does not mean lack of effect.[/ltr]
[ltr]This conference was attended by Vice-Chairman of the Board of Representatives and the President and members of the parliamentary committee of the regions and representative of the President of the Republic, the Minister of State for Provincial Affairs and the Minister concerned and the Board of Governors and representatives of local governments from all provinces.
