Minister of Communications: disagreements with the Communications Commission about the fourth mobile phone license

Communications Minister Hassan Kadhim Al-Rashid revealed the existence of differences with the CMC on special powers to move the mobile phone license the fourth, which led to delay the launch of its announcement to invest.
And as he emphasized that the ministry has developed a plan to invest universal service projects for competition between voice communications and Internet companies in the provinces, with a view to the provision of the financial revenues of the general budget, he pointed to the assignment of a project (Web Kit) to control the gates of Iraq of the Internet, to an international company to implement it over the next six months.
He said Al-Rashed said in a statement seen by the agency of our economy news during his visit to the province of Basra that his ministry had previously obtained the approval of both houses of former ministers and MPs, to set up a network of national contacts, but I was surprised during the past few days asking CMC fourth license for mobile customers to invest for companies, which means closing the doors to the public sector for the calibration of the cost of mobile phone calls and internet service national per minute with high cost that licenses companies operating currently imposed on subscribers.
Al-Rashed said that his ministry has asked the CMC to obtain frequencies license the fourth, in order to complete another announcement put up for investment requirements, but that the Commission deliberately delayed approval in order to put forward its part to invest and according to the instructions their own , which vary with the objectives of the Ministry of Telecom efforts to establish a national network to compete with mobile phone companies and break the monopoly of the service before it, warning that it violates the rules of government action, especially as the ministry received approval from the legislative and executive sides. The minister said that the approval included the right of the Ministry to act on its shares of the company amounting to 51 percent of the capital, for the purpose of selling them on the citizens, two years after its inception to ensure the right of citizens to contribute to the economic projects, while the operator retains the amount of 49 percent of its share, which goes then to the Finance Ministry.
