Law of
the Ministry of Commerce
Chapter I
Establishment and objectives
Article 1 - set up and called the Ministry (Ministry of Commerce) has a moral personality represented by the Minister of Commerce or his nominee.
Article - 2 - Ministry aims to: -
First - policy making internal and external trade in line with the general economic policies of the state.
Second - Contribute to Ttoiralqtaa private and provide an appropriate environment is through the conversion of public sector companies to the private sector in the light of the new orientation of the transition state of planned economy to a market economy.
III - support and development of foreign economic relations.
IV - adopts the policy of the ministry to provide strategic stockpiling of materials for products and commodities to ensure that the possibility of coping with crises and disasters.
Article 3 - seek the ministry to achieve its objectives the following means:
first - the submission of proposals and recommendations on foreign economic policy and in line with the requirements of economic development and investment.
Second - to contribute to the support, maintain and develop economic and trade relations with neighboring States and Arab and foreign countries at various levels and levels.
III - Study of draft conventions economic and technical cooperation and a statement of opinion in the matter in coordination with the ministries concerned.
IV - contribute to organizing the participation of the Republic of Iraq in the Arab and regional organizations and international economic and trade.
V. - To provide strategic stockpiling of materials and basic commodities through the creation and preparation of stores for Therefore, in cooperation with the private sector.
VI - Organization and address the economic and trade affairs in coordination with the various relevant sectors.
VII - Issuing and organize import and export licenses for products from materials and goods entering the Republic of Iraq and out of.
VIII - support the development of national output and the development of Iraqi exports so as to enhance and diversify resources of the national economy in cooperation and coordination with the relevant authorities.
IX - Find the right environment for private sector development and investment development through the support of private business in various fields of internal and external trade.
X. - registration and control of Iraqi companies and public companies, branches and offices of foreign companies and commercial agencies in accordance with legislation in force.
Chapter II
the Minister
Article 4 -
First - Wazzerho Chairman of the Ministry and issued his decisions, instructions, laws and orders relating to the implementation of the tasks of the ministry and their structures and powers and all other affairs of the administrative and technical within the limits of this law and other laws and has to authorize any of the staff of the Ministry in whole or in part of his powers except as authorized by the person.

e - Department of Economic Relations and Foreign Affairs.
and - Department of control of trade and finance.
g - Companies Registration Department
H - Development Department, the private sector.
i - Office of the Minister
j - Contracts Section
K - Information Technology
II - formations and associated companies in the ministry and consists of:
A - General Company for Grain Trade.
B - General Company for the manufacture of the grain.
c - State Company for Foodstuff Trading
d - General Company for Trade of construction materials
e - General Company for supermarkets.
and - Company to trade cars and machinery.
g - General Company for Trade and commercial services in Iraq.
h - Fund to support export.
Article 6 -
first - both public companies and export support fund provided for in item (ii) of Article 5 - of this law, personal moral and represented by its President or his nominee..
Second - exercise export support fund provided for in paragraph (h) of the item (ii) of Article 5 - of this law its duties according to law to support the export number (6) for the year 1969.
III - The rights and obligations, assets, and assets of the Company for import and export and the General Company for Iraqi Fairs merged into the General Company for Trade and commercial services resulting from the merger.
Article 7 -
first - runs every department of the ministry center and all the affiliated company employee entitled General Manager holds a university degree and has a service of not less than ten (10) years in the field of competence.
Second - manages the minister's office sections set forth in paragraphs ( j) and (k) of item
(I) of Article 5 - of the Act entitled an employee director.
Article 8 -
First - determine the instructions issued by the Minister formations tasks set forth in item (I) of Article 5 - of this law, divisions and functions of these divisions
II - The Minister may issue instructions and internal systems to facilitate the implementation of the provisions of this law.
Article 9 - The Law of the Ministry of Commerce No. (100) for the year 1989 and the remaining regulations and instructions issued thereunder in force until the issuance of the substitute or cancel for a period not exceeding one year from the date of adoption of this law.
Article -10 - This law shall be the date of publication in the Official Gazette.
Reasons
to find a trade policy and economic fit with a shift towards a policy of market economy to promote and activate and support the private sector in economic activities and to make the policy consistent with the general economic policies of the country and to support and develop foreign economic relations and to provide strategic stockpiling, which would ensure the possibility of responding to crises and disasters and to reconsider in the organizational structure of the formations, and coordination of the relationship with public companies, the relevant Ministry of Commerce.
