Do not exaggerate if we said and stressed that the most important issue currently on the table, the distinguished Iraqi Council of Representatives is the federal financial budget for the coming year 2012, but its importance comes from the special link all plans and investment projects, operational and service in the country.
It is known that in the last year and the years that preceded it delayed the ratification of the budget by the House of Representatives for a period of time is short, well-known that one of the reasons for this delay are the differences and intersections of views and positions between the blocks and the political entities participating in the political process, let alone linked to the draft budget other projects as part of the process of political consensus on a number of contentious issues.
It is known that the delay impacted negatively to varying many of the large joints in the country, and perhaps the average citizen was the largest and most prominent victim.
Delayed transfer of financial dues to the provinces would mean that the completion of various projects, and obstructing the delivery of basic services to citizens, not to mention the survival of the problems and crises the same, if not they escalate and breadth, and the delay of a month or two according to the strategic calculations of scientific is not easy and simple.
From here, we confirm and remind once again the importance and the necessity to accelerate the House of Representatives approval of the federal budget by the end of this year, even off the wheel building and construction and services faster, the longer the delay - regardless of the cause-effect - the more complicated things rather than Tthlhal.
And to accelerate the completion of this task should be accompanied by estimates and calculations of accurate and valid and correct, contribute to reducing the gap between different social groups, especially among senior officials and ordinary people, and contribute to the correct paths, trends and directions wrong, and also contribute to an improvement in the service and life and living for all citizens, slides, especially the disadvantaged and marginalized, silenced and oppressed, such as orphans, widows and victims of the former regime and those with special needs and those with limited incomes, and others. And contribute to as much as possible in the process of rehabilitation of infrastructure, and moving the wheel construction and reconstruction, and activation of various joints, the country's economic. All these things are real and major keys to promoting political stability and security that must of them for the transition and transformation of reality to another reality
