BAGHDAD / Aswat al-Iraq: The Leader of al-Iraqiya Alliance, former Prime Minister, Iyad Allawi, has expressed persistence that one of the three proposals he had raised recently must be achieved, considering that as one of the steps that would achieve Iraq's stability, describing the role of the US administration in Iraq as "failure" and expressing fear for his personal security in Baghdad, according to an interview with the al-Sharq al-Awsat (Middle East) newspaper, published on Sunday.
"The situations are heading towards very difficult trends for several reasons, in their forefront of which is the nature of the political process that was built on erroneous basis, including marginalization and political sectarianism, thing that led for non-building of State institutions, able to present proper services for citizens, especially in the security field and non-implementation of the conditions, cited in the national partnership, agreed upon, thing that also led for difficult tensions facing the country nowadays, such tensions that were stepped up for serious practices, including the case of Vice-President Tariq al-Hashimy and Deputy Prime Minister, Saleh al-Mutlaq," Allawi said in the interview.
"There are no laws in the country, where the law is politicized and the laws are under politicization, along with measures that are taken outside the limits of the law and against the Constitution; that is why there is no concept for the sovereignty on the law, complete disrespect for the sovereignty of the Constitution," Allawi added.
Answering a question by the al-Sharq al-Awsat Newspaper's Arbil Correspondent, about the time when such violations had began, Allawi said: "Those violations had not stopped, as there is the Internal System of the Council of Ministers, that was not issued till now, and secondly the appointments of Major-General and above in the Army
and Consultants, their names of whom must be discussed by the Parliament, according to the Constitution, to ratify the names first; but that did not happen, which is a Constitutional violations."
"Secondly, there is the issue of the detainees; as, according to the Constitution, any detainee must not stay in a detention center for more than 24 hours, which should be renews by the judge only once, and no detainee should be locked in in a secret prison and must have a lawyer, thing that does not exist," Allawi said.
The Leader of al-Iraqiya Alliance also said: "We, in Iraq have no democracy, non stability and the government, which is part of the political process and we share in it and support its correct trends and strive to correct the erroneous ones, this government that we shared in had been part of an agreement, reached on clear basis, that should have been based on a genuine partnership, according to nine axis; But this partnership was not achieved, due to the failure of the partnership process and the failure of Arbil Conference."
"That is why President, Jalal Talabani, had called for the holding of a National Conference, as if there had been an active Parliament and Government, and a real partnership, there would have been no reason for the holding of the National Conference," he said.
