delegation from the Kurdistan Regional Government at the Third Summit of the fight against corruption in the Middle East, held in Abu Dhabi, United Arab Emirates. The conference was dedicated to senior executives in the public and private sectors in order to develop strategic plans and programs to reduce the risk of the phenomenon of bribery in the Middle East in general.
During the conference reviewed the Adviser to the Prime Minister of the Kurdistan region of Ms. Nsar Talabani, the efforts of Government of the Territory in the fight against corruption and provided an overview of reform initiatives in the Kurdistan Regional Government to reduce the risk of bribery in the public and private sectors, and said: "The Government of the Territory to prepare cadres of high-level work in the area of the combat this dangerous phenomenon. " She added that the Government of the Territory is part of the global system to combat corruption, and our firm commitment to fight this phenomenon.
In 2009 joined the Kurdistan Regional Government in the program of Price Waterhouse Coopers (PWC) to assess the efficiency and transparency in the implementation of the budget in order to improve public services and develop a strategy rule good governance and transparency.
Although the Arab spring has given way to more transparency, but we note that the risks of bribery in the Middle East is still a reality and very complicated. Among the factors that constitute risk is the presence of a third party, consultants and so-called "fee after-sales service" and the composition of the structures, the use of entities "quasi-governmental" in the roles of business in the public and private sectors has increased the exposure to increased liability under the laws of bribery of domestic and foreign.
In recent years, exercised the U.S. State several legal measures to curb corruption, including the Middle East, including the scandal of the United Nations oil-for-food program in Iraq, there is also a growing commitment by many countries in the Middle East in the investigation and prosecution of corruption, as well as the spread of New laws to reduce the phenomenon of bribery in the United Kingdom, and these procedures are rapidly changing in general.
The conference focused on how to combine the efforts of public and private sectors to address corruption and abuse of power that leads to instability in the social fabric. Especially in the majority of areas in post-conflict, conflict and one of the areas most prone to the phenomenon of corruption. Participants agreed that corruption is an economic problem, and is considered a challenge of political and social threat to democracy and sustainable development and the rule of law.
In the framework of the Conference met with the delegation of the Kurdistan Regional Government officials in the Accounting Abu Dhabi, senior officials and heads of many international companies specialized in the fight against corruption, and during the meetings provided delegation, an explanation of the nature of governance in the territory of Kurdistan and the actions taken by the Government of the Territory in order to reform and transparency and that the Government of the Territory follow a strategic plan for transparency since 2009, which adopts many of the main items contained in the Convention against corruption, such as establishing rules for the conduct of staff and increase transparency in government actions, including procurement, budget, and reduce corruption in the private sector and the promotion and support of civil society, and to develop mechanisms for implementation and follow-up.
