بغداد18 شباط /فبراير(آكانيوز)- رفع رئيس مجلس النواب اسامة النجيفي الجلسة الحادية والعشرين التي عقدت السبت بحضور 176 نائبا بعدما اتمام القراءة الاولى والثانية لـ8 مشاريع قوانين، فيما استضاف رئيس ديوان الرقابة المالية عبد الباسط تركي وعددا من المختصين لمناقشة الموازنة الاتحادية لعام 2012 والحسابات الختامية لعام 2009. وقالت النائبة عن لجنة العلاقات الخارجية صفية السهيل لوكالة كردستان للانباء(أكانيوز) "انهى مجلس النواب القراءة الاولى لمشروع قانون انضمام جمهورية العراق الى الاتفاق المبرم بين جامعة الدول العربية وحكومة الولايات المتحدة المكسيكية لانشاء الصندوق المكسيكي للتعاون الدولي من اجل التنمية عام 2006 والمقدم من لجنتي العلاقات الخارجية والاقتصاد والاستثمار.، بعدها انجز المجلس القراءة الاولى لمشروع قانون انضمام جمهورية العراق الى اتفاقية تسوية نزاعات الاستثمار بين دول ومواطني دول اخرى والذي يهدف الى تشجيع الاستثمار وحماية المستثمر والفصل في النزاعات باللجوء الى التسوية والتحكيم". وشرع المجلس بالقراءة الثانية لمقترح قانون العفو والمقدم من اللجنة القانونية على ان يتم استكمال المناقشة خلال الجلسات المقبلة . The Council proceeded to the second reading of a proposed amnesty law and the report of the Legal Committee that the discussion will be completed during future meetings.
وقال النائب عن كتلة الاحرار التي اقترحت القانون لـ(آكانيوز) ان "المناقشات كانت ايجابية جدا بين اعضاء مجلس النواب وهناك شبه اتفاق جماعي على تمرير القانون على نحو رصين ويضمن عدم التأثير على امن المجتمع". واضاف "هناك اجماع من قبل اغلب القوى السياسية على ضرورة ان يتم اطلاق سراح المعتقلين الذي قاوموا (المحتل) ويتم تكريمهم بدون شروط ولا يشملوا بقانون العفو العام كونه يستهدف الذي جنحوا وخرجوا عن جادة الصواب". كما صوت المجلس من حيث المبدأ بعد انتهاء القراءة الاولى لمشروع قانون تمديد خدمة القضاة على الاستمرار بقراءة القانون الذي يهدف الى تسهيل اجراءات تمديد الخدمة والاحالة الى التقاعد والاستفادة من خبرات القضاة ومراعاة لحاجة القضاء الى الكفاءة والخبرة القضائية المتوفرة فيهم ولوجود قضاة من الاصناف المتقدمة ممن اكملوا السن القانونية للاحالة الى التقاعد ولديهم القدرة البدنية والذهنية والرغبة بالاستمرار بالعمل القضائي. كما اتم المجلس القراءة الثانية لمشروع قانون تصديق حكومية جمهورية العراق على اتفاقية التعاون التجاري والاقتصادي والعلمي والفني والثقافي بين حكومة جمهورية العراق وجمهورية اذربيجان والمقدم من لجان العلاقات الخارجية والاقتصاد والاستثمار والثقافة والاعلام والقانونية من اجل تعزيز وتنمية علاقات الصداقة والتعاون المبنية على اساس الاحترام المتبادل والمنفعة المشتركة في المجالات التجارية والاقتصادية والعلمية والفنية والثقافية بين البلدين. He has also completed the second reading of the draft law on ratification of a government of the Republic of Iraq to the Convention on trade and economic cooperation, scientific and technical and cultural cooperation between the Government of the Republic of Iraq and the Republic of Azerbaijan and submitted by the Committees on Foreign Relations and the economy, investment, culture, media and legal in order to strengthen and develop friendly relations and cooperation based on mutual respect and mutual benefit in the fields of trade and economic, scientific, technical and cultural relations between the two countries.
من جانبه شدد النائب عن كتلة التغيير سردار عبد الله على ضرورة اعادة "بناء علاقات العراق مع الدول الاخرى وفق اسس واضحة وترميم ما خربه النظام البائد، لذا يجب على اللجنة القانونية لان تدقق في المعاهدات التي تهدف الى توصيف العلاقة بين العراق والمجتمع الدولي". كما اتم ا المجلس القراءة الثانية لمشروع قانون انضمام العراق الى الميثاق العربي لحقوق الانسان الصادر عن جامعة الدول العربية عام 2004 والمقدم من لجنتي حقوق الانسان والعلاقات الخارجية والذي ياتي من اجل وضع حقوق الانسان في الدول العربية ضمن الاهتمامات الوطنية الاساسية ولترسيخ مبدأ عالمية حقوق الانسان كونها غير قابلة للتجزئة. He has also completed a Council second reading of the draft law on Iraq's accession to the Arab Charter for Human Rights issued by the League of Arab States in 2004 and submitted by the Committees on Human Rights and Foreign Relations, which comes to the human rights situation in the Arab countries within the key national concerns and to establish the principle of universality of human rights because they are not indivisible.
وأنهى المجلس القراءة الثانية لمشروع قانون الغاء قرار مجلس قيادة الثورة (المنحل) رقم 196 لسنة 1984 والمقدم من لجنة النفط والطاقة نظرا لما يمثله القرار من تعسف بحقوق الموظفين المنسبين لعضوية مجلس الادارة في المنظمات والشركات والمؤسسات العربية والدولية ومنحهم الحافز لتمثيل بلدهم خير تمثيل حيث يلزم القرار المعنين بتحويل مالايقل عن 75% من المكافآت او المخصصات السنوية التي يستحقونها من تلك الجهات بالعملة الاجنبية كما يستوفى 50 % من المبالغ الى حسابات الخزينة العامة.
