He noted that the program is designed to control the salaries of locals and expatriates, adding that reducing the number of foreign workers is not a goal of the ministry and that the reduction of visa may hinder development plans, and expected lower rates of unemployment for the current level of 10.5 percent in the coming years and the high number of citizens employed in the private sector 50 percent in three years.
