Contrary Maliki .... Governor of Baghdad: should speed up the implementation of the decentralized system and the granting of powers to the provinces

Called on the governor of Baghdad, Salah Abdul Razzaq to speed up the application of the powers of the decentralized system in Iraq and gave many powers to the provinces for the implementation of projects and policy-making communities.
He said Abdul Razak during a meeting with a delegation from the office of Sheikh Yacoubi, MPs in parliament Hussein Almrobei and Kamilp Moussawi as well as the institution lamps of mercy in his office at the Diwan maintained: that there are many problems in the governorate of Baghdad because of the amplitude of population on the one hand, which in turn need to provide services and implementation of projects and not to grant the powers of decentralization confined to the provinces and the powers of the central government and ministries on the other hand, which created the marginalization of the province.
The governor added: that everyone exercise his authority over the Constitution and the rights of the provinces, adding that the law of 21 for provincial council became unable to work in a decentralized system also identifies the Constitution as to the issues and procedures that contains it, as this has become a law paralyzed because of the sharing of powers and restrict federal ministries such as the Ministries of Finance and planning in terms of the grant allocations and give official approval of projects and disbursements, and continued: We have asked time and again unzip our association with these two ministries and the application of the decentralized system in the provinces, but to no avail.
He said the governor: We have a lot of projects for the people of Baghdad and in particular sectors of education and health such as the establishment of schools and rehabilitation as well as the establishment of health clinics and medical centers, processing equipment and furniture required to activate it, as we have implemented more than 70 schools and Jhznaha furniture and school supplies as well as the construction of 20 clinics for the current year and 10 of them last year , as well as work on the advancement of the electricity sector and services to unserved and underserved.
For his part, the delegation expressed his happiness to meet with the governor in order to fruitful cooperation between the province and the House of Representatives and humanitarian organizations in achieving and implementing the demands of citizens in the capital, Baghdad
