Baghdad {: News} Euphrates said first deputy governor of Baghdad, Mohammed Hamza al-Shammari said the wrong policies and destructive wars that have led to increasing numbers of widows and orphans and a lot of families that are below the poverty line, causing some of them in the direction of the work to the practice of begging.
Al-Shammari said in a statement received by the agency {Euphrates News} a copy of it on Sunday that "the Commission begging began its work six months ago and developed an action plan of the three axes aimed at drying up begging and classification of beggars from the elderly to women to children to the disabled in order to subject them to the programs care, rehabilitation and reintegration with the community while providing jobs for them are able in cooperation with the Ministry of Health and Ministry of Labour and the secretariat of Baghdad. "
He explained that "we have accurate information on the existence of networks and incubators in Baghdad and some hotels that are trained in methods of begging and the use of children, women and trafficking."
He Shammari that the "dangers of this phenomenon is much the most important aspects of cultural and social aspects and aspects of security which is most serious where the employment of these slides for use in terrorist operations in addition to hired to spy on some circuits and personalities for the purpose of targeting them, prompting the interest in the phenomenon, which has widened in recent times."
He noted that it "must activate the legal procedures contained in the Penal Code, especially articles 111 and 390 391 392, which includes penalties for each of the work or begging Ihtdhanhm or drives them to this work or trade of these people are illegal."
Shammari said that "We need the cooperation of all institutions in society not to encourage beggars by providing assistance to eligible owners who are identified through religious institutions and civil society institutions." / End.
