The third axis / oversight role:

Theme IV / repair the security file:
1. A law which defines the security services and the duties and powers of the public security agencies in order to achieve integration and avoid duplication of authorities in the security services.
2. The need to train elements of the security institutions in order to achieve consolidation of the largest number of craftsmen and experienced.
3. Development of security institutions under the responsibility of the Board of Deputies in accordance with the constitutional contexts, and the issuance of a package of laws to punish parties who use these institutions for the benefit of third parties or intelligence.

5. Activating the role of the provincial councils, in accordance with the Constitution and the law of the provincial councils to achieve the implementation of the resolutions of this Council in relation to the security file.
6. Establish a center for studies to benefit from the experiences of retirees.
7. Regulation and control over the border of modern sophisticated equipment to ensure the control of the border.
8. Take firm action against anyone who violated the border illegally.
9. The formation of a private institution of emergency events to follow national disasters and to provide solutions and remedies to the problems faced by the affected areas.
10. Strengthening and activating the role of national intelligence authorities and the establishment of national elements is keen on the security of Iraq, and the elimination of espionage and intelligence follow-up activities on the territory of Iraq and the issuance of the necessary laws to do so.
Theme V / judicial reform:
1. Do not allow combining the presidencies of the Supreme Judicial Council and the Federal Court and the Court of Cassation.
2. Expedite the issuance of the Federal Court Act and the agreement on its members.
3. Expedite the issuance of the judiciary law, in accordance with the Constitution and activating the role of the prosecutor.
4. Expedite the issuance of the law of the Supreme Judicial Council.
5. Prevent members of the Supreme Judicial Council from exercising any acts outside the framework of the Council.
6. Review of the Terrorism Act.
Theme VI:
1. Balance the following positions in the national (and deputy ministers, ambassadors, heads of independent agencies and commissions, in the individual ministries and military and security institutions of the degree of general manager and above (team leaders and the Office of the ministries ... etc.).

5. Activation of the Constitution and the laws relating to appointments, and accelerate the formation of the Federal Service Corporation in accordance with Article 107 of the Constitution and ratified by the House of Representatives.
Seventh Axis / repair work of the executive branch:
1. Act in accordance with the principles of efficiency and professionalism and to achieve the constitutional balance in public office under the law of the Council of the Public Service.
2. Reconsider the appointments that have taken place previously and the achievement of the rights of the provinces in accordance with the Constitution.
3. Achieve real participation of the Parties to participate in government decisions, economic and political security.
4. Approval of the internal system to regulate the work of the Council of Ministers and define the powers of the Council and its members.
5. The organization of security institutions in the ministries, which have not listed in the Constitution and according to the particularities of each institution and the requirements of the security situation.
6. Initiatives in the provision of educational and agricultural sectors, and limiting the initiatives now after the Council of Ministers.
7. Activating the role of the Inspector General of the Cabinet in relation to the performance of ministries.
8. Address the phenomenon of administrative and financial corruption.
9. Letter of commitment to a government official uniform.
10. Do not allow a combination of two positions in the parliament and the government.
11. Prevent direct intervention in the work of ministries through agents or Directors-General of partisan interest, and dealing with the Minister as the Chairman of the Ministry.
12. The commitment of Prime Minister and all ministers of decisions of the Council of Ministers and the laws in force, as representing the state, not the political blocs, and take action to exempt anyone who violates this principle.
13. Should not be the inspector general in the ministries of the same political bloc, which belongs to the Minister.
Axis VIII / national consensus:
1. On crucial issues (war and peace, strategic agreements, constitutional amendments) should be making 100% compatibility.
2. Vote in the crucial decisions must be by half plus one.
3. Procedural decisions in daily decision-making by half plus one.
Axis IX: accountability, justice and national reconciliation:
1. Suspension of current decisions of the Commission except the necessary decisions regarding consistent daily business.
2. Formation of the accountability and justice in accordance with the law.
3. Review of the Accountability and Justice Law by making some adjustments in order not to use double standards or laws for political purposes, and work with the files according to the law.
