Memorandum of understanding between Iraq and Jordan in the fields of oil and natural gas

Iraqi and Jordanian Governments signed Thursday a memorandum of cooperation in the area of crude oil and natural gas through the joint high Committee following the provisions of the memorandum of understanding between the two countries, which increase the quantities of Iraqi crude to Jordan from 10,000 barrels a day to 15,000 barrels per day.
The memorandum was signed by Energy Minister Alaa batayneh and Iraqi oil Minister, Abdul Karim laiby.
The two sides agreed under the memorandum on cooperation in the field of supplying Jordan with its oil and building a pipeline to transport crude oil from Iraq to Jordan to provide the need of liquefied petroleum gas and heavy oil time depending on availability in addition to provide Jordan with its need of natural gas and export it across the Kingdom and also study common geological structures between the two sides.
Minister of energy and mineral resources of Jordan Alaa batayneh told reporters that "the Convention include the establishment of two committees chaired by the senior of the two meets every six months and sub-committees headed by Secretaries General met every three months for coordination and consultation in the framework of the items contained in the memorandum of cooperation".
Batayneh said that the agreement would be a qualitative leap in the framework of bilateral relations in the two brotherly countries to increase the level of coordination in all areas of energy ".
"The rebates received by the Government from the Iraqi side on the quantities of crude oil, black oil do not include freight costs," he said, adding that "the value of rebates in respect of crude oil up to $ 5 a barrel higher after deducting fares".
In turn he said to Jacob, "the Convention be implemented the first of its kind signed by Iraq," he said, adding that it "came the comprehensive covering all axes of cooperation in energy with the Jordanian side.
He explained that the Convention "included seven important areas of cooperation in the fields of transport and export of the oil and gas and processing raw gas and liquefied petroleum gas and other petroleum products, add to the topic of joint studies and surveys".
Iraqi Minister noted that "the most important hubs in the note is a draft tube carrier oil refinery to Iraq and then to the Jordanian port of Aqaba", estimated the size of the amounts cited again below the tube b "towards a million barrels".
"A global consultant was contracted to study the project, where the initial project frameworks to then Conference promotional to companies interested in the project."
With regard to the quantities of heavy fuel to Jordan, the Minister stressed "Jordan's arrivals did not exceed one quarter of the quantities agreed for logistical reasons in addition to specifications do not match with the Jordan petroleum refinery."
He revealed that it was agreed on Wednesday (September 19, 2012) to increase the quantities of crude oil to Jordan from 10,000 barrels a day to 15,000 barrels per day.
Iraqi relations with Jordan and Iraq could exploit to open one of the most important passages of the entry of goods and foodstuffs machinery during the economic blockade imposed after 1990, most goods are imported from Jordan and Iraq urea fertiliser and iron products, chemicals, aluminum and its derivatives, hay and straw.
The main Jordanian exports to Iraq are milk, vegetables and fruit, margarine, soft drinks, cement, wire cables, washing preparations, lubricating oil, plastic, and ammonia phosphate fertilizer and vegetables.
Jordanian oil Ministry announced (22 March 2012) that its negotiations with Iraq on the natural gas is exported to Saudi Arabia reached an advanced stage, indicating that the contract contains pipeline with a length of 500 km.
And Jordanian Prime Minister Awn Al-Khasawneh on 21 February 2012, that Jordan favored Iraq gas gas to compensate for supplies of Egyptian gas, revealed that stalled will visit to Baghdad to discuss the matter.
Jordan currently imports about 10,000 barrels of crude per day, 10% of its imported oil from Saudi Arabia, with most seeking to increase this amount to $ 30 a barrel in order to compensate for the shortfall due to the interruption of Egyptian gas.
