Interesting Information about the CBI and De La Rue Machines

On Oct. 25. 2011 the CBI put out an Announcement Direct Invitation No.(6D/2011) that reads "We would like to advise you that the above invitation has been awarded to De La Rue company in the amount of (15,947,003/-) (Fifteen Million nine hundred and Forty seven thousands and three dollars) which represent the price of (10) ten Machines including the price of spare parts shipping Fee and installation in Baghdad."

I agree, if they have awarded 15 mil then based on what their currency is worth, they only paid about $15k; do they buy all this stuff, housing contracts, goods, etc. and tell these countries and people to "trust me" we'll pay the difference in oil?

I'm missing something, for sure!
