Hakim said during his speech at a ceremony held on the occasion of declaration of a coalition of citizens in the province of Dhi Qar, "This initiative consists of ten points, all in the interest of the province, we recognize and study and analysis of that Dhi Qar province represents a key to human history and civilization, and launched religions, and represent the main gate of Jnoibna deprived, as well as a bridge linking the southern provinces and the Central Euphrates provinces.
Between al-Hakim said of the project [Dhi Qar is the cradle of civilizations and the south gate of ten points, and the most prominent interlocutor: -
1. The establishment of a special fund for projects that are placed within this project and financed this fund to deduct 15% of imports of oil produced by the province.
2. Generation Free Zones Authority in Dhi Qar, which specializes in open free zones be linked to Basra project economic capital.
3. Generation South Medical City, which is the largest city in southern Iraq, medical and include all medical specialties and the latest laboratory and specialized medical University.
4. The establishment of an integrated complex for the petroleum and petrochemical industries has an oil refinery capacity of 300 thousand barrels.
5. Rehabilitation of the marshes to maintain and fishery production, and clean soil from mines and in cooperation and coordination with the province of Maysan.
6. Generation Haboubi Cultural Complex, which contains a museum and integrated to keep the effects of the city and its history and at various time periods and civilization.
7. Intensify jurisdiction in universities of Dhi Qar to establish more colleges and specialized institutes where are Dhi Qar greatest stocks global effects, particularly with extinction quick and destruction's great some historic monuments quality in the province Kalzkorh result of negligence and lack of repair for a long time, and not to listen to distress the competent departments in the province.
8. Regulate the movement of tourism and hotel construction to attract tourists ... And seek to invite Pope Francis I to visit the historical city of Ur and also invite heads of state and celebrities the world to shed light on this ancient region and to promote various investments.
9. Implementation of the project through the south gate and the highway linking the province of Dhi Qar, a modern motorway Maysan province, on the one hand and Wasit province on the other hand, which turn the province into a central meeting point for highways.
10. Created residential city of South Gate and a capacity of 100 thousand residential units, which will contribute to the provision of adequate housing for the people of the province, especially the owners of low-income and disadvantaged. Ended
