Kobler said in a statement received by the agency all of Iraq [where] a copy of it that "Iraq is at a crossroads," calling for "an urgent appeal for restraint and the Iraqi leaders immediate and bold initiatives for peace."

UN envoy appealed to "the Iraqi government to conduct a thorough and transparent investigation into the events of the town of Hawija, and provide human rights violators to justice," reiterated "its call for the release of people detained in the aftermath of the raid."
