The text of the law of the rights of journalists

published «morning» the text of the law of the rights of journalists, passed by the House of Representatives at its meeting yesterday.
The law includes a number of paragraphs protect journalists and ensure their rights and privileges.
The following is the text of the law: the

Act the rights of journalists
Article _1_
First, the following terms shall for the purposes of this law stated definitions .
1. Journalist: each carries on business press, a full-time.
2. the media organization: every institution concerned with the press and media and registered in accordance with the law.
Second: The provisions of this law on Iraqi journalists.
Rule - 2 - This law aims to promote the rights of journalists and provide them with protection in the Republic of Iraq.
Article 3 is committed to the state departments and the public sector, and other entities that exercise the journalist profession in front to provide the facilities required by his duties to ensure the dignity of journalism.
Article 4 -
First: the press's right of access to information and news, data and statistics is banned from various sources and has the right to publish the limits of the law.
Second, the journalist has the right to keep confidential sources of information.
Article 5 -
First, the journalist has the right to refrain from writing or preparing press materials are incompatible with his beliefs and his opinions and his journalistic conscience.
Second, the journalist has the right to comment as he deems appropriate to clarify his opinion, regardless of differences of opinion and interpretations of intellectual and within the limits of respect for the law.
Article 6 -
First: the journalist granted access to reports and information, official statements and the concerned party to enable it to access them and benefit from, unless the disclosure was harmful to public order and contrary to the provisions of the law .
Secondly, the journalist the right to appear at conferences, hearings and public meetings in order to perform his professional work.
Article 7 shall not be subjected to the tools of journalism, but the limits of the law.
Article 8 shall be accountable for what the press shown by the opinion of the journalist or the publication of information and not be a cause of the damage, unless it was done contrary to law.
Article 9 Any person who assaults a journalist during the performance of his profession or because of the discharge the penalty prescribed for those who abuse the employee during the performance of his duties or because of it.
Article - 10 -
First: It is not permitted questioning of the journalist or investigation for a crime attributed to him connected with the exercise of journalism, but a judicial decision.
Second, the Court must news journalists' union or institution that employs the journalist of any complaint against him related to the exercise of his work.
Third, the union's head or the head of the institution that employs the journalist or Ajulana attend the questioning or preliminary investigation with him or his trial.
Article - 11 -
First, give the heirs of each of the cites of journalists (other than employees) during the performance of his duty or because of a pension of $ (750) thousand dinars, other than that granted to the martyrs of other privileges.
Second: gives journalists (other than employees) who are exposed to the injury of the ratio of the deficit (50%) percent and more during the course of their work or because of a pension of $ (500) thousand dinars.
Third, given to journalists from non-employees who are exposed to the injury where the deficit ratio ( 30%) percent and more while performing his duty or because of a pension of $ (250) thousand dinars.
Fourth: The provisions of paragraphs above on the cited cases of injury and after the date of 9/4/2003.
Article - 12 - The state provides free treatment to the journalist who exposed to injury during the performance of work or because of it.
Article - 13 - The bodies of local and foreign media operating in the Republic of Iraq contracts to work with journalists working in these parts, according to the form prepared by the Press Syndicate in the center or the provinces. Are filing a copy of the contract to them.
Article - 14 - may not be separate press release arbitrary and otherwise able to claim compensation under the provisions of labor law in force.
Article - 15 - prohibited to prevent newspapers or confiscated except by judicial decision.
Article - 16 - count 'press service support of the journalists' union based on the support of the news organization that employs the journalist and under the supervision of Supreme Audit for the purposes of promotion and retirement, and did not press a member of the union.
Article - 17 - is committed to the Ministry of Finance to provide financial allocations provided for in this Law.
Article - 18 - Broken any provision inconsistent with the provisions of this law.
Article - 19 - This law shall from the date of its publication in the Official Gazette.
