BAGHDAD / NINA / Legal expert Tareq Harb confirmed on Wednesday that the candidate of the parliamentary major bloc is the one who would be asked to form a new government .

He said in a statement today that Article 76 of the Constitution stipulates the following / the President asks the candidate of the parliamentary majority bloc to form a cabinet / and so we note that the intended largest bloc is a parliamentary bloc, and not electoral bloc or political bloc or any other block.

He added that the parliamentary bloc means that consists of the Representatives in the House of Representatives and not outside or before the election or during the election or after the announcement of the election results because the term / parliamentary / contained in that article goes back to the House of Representatives of the Parliament members only.

He said that this interpretation applies to the interpretation of the Federal Supreme Court for the year 2010 when the formation of the government after the elections in that year, as the candidate of the parliamentary majority, was of the National Alliance bloc, and accordingly President Talabani asked the candidate of this block, Nuri al-Maliki to form the government. / End
