BAGHDAD BEGIN LINKING THE DEPARTMENTS AND MINISTRIES OF LOCAL GOVERNMENT SERVICE

BAGHDAD / JD / .. announced the province of Baghdad for the direct implementation of Article 45 and included disengagement and the transfer of sub-districts of the ministries of service to local government in Baghdad.
She said the province in a statement received / JD / copy of it, citing Deputy Managing Governor of Baghdad Karim Khalaf Mohammed during the consultative meeting held in his office at the Diwan of the province as saying a committee was formed, headed by the Deputy Governor of administrative and membership of a group of advisers and experts to examine the content of article 45 of the second amendment to the Act 21 for the year 2013.
Added Muhammad: was developed organizational structure of the team working in the province and approached the Baghdad Provincial Council to nominate their representatives and that the least degree Representative Advisor to work within the Task Force as well as Overture directorates related ministries covered by Article 45 in order to label representatives and the least degree consultant to work within Team disengagement.
He explained that "the law states that the movement of sub-districts and agencies and functions and competencies exercised by the departments of the ministries which each of the Ministry of Municipalities and the Ministry of Housing and the Ministry of Health and Ministry of Education and the Ministry of Youth and Sports and Finance and the Ministry of Labor and Social Affairs and Agriculture.
Mohammed said that this link will include ministries credits allocated in the general budget and staff to the provinces in the scope of its functions set out in the Constitution and relevant laws gradually and remain in the role of the ministries of planning and policy-making.
And the deputy governor, "The transfer circuit with its staff and its projects with financial allocations to catch under the responsibility of local government and administration that implements this decision gradually, and up to August 15 2015, which is the transfer of entire departments and by the Act.
He noted that the reason for the transfer of these circuits gap to activate the role of decentralization and devolution of power from central government to local governments, which is to activate the role of local government and Zaadt effectiveness and enhance their role in taking responsibility and which give the right to participate in decision-making and Toozba powers, including in addition to give it a greater role for the advancement of services and projects, especially the local government is aware citizen affairs and services provided to him from the federal ministries.
