Baghdad province proposes to increase the powers of the House of Representatives of local governments

A statement of the conservative governor of Baghdad, Salah Abdul Razak as saying: "The proposals include a separate budget of the development of regions for the general budget and make it separate from the approval and ratification at the beginning of the first month of next year to facilitate the ordered release of the financial allocations to the provinces and not to stop projects for work."
He noted "the importance of the settlement of final accounts to the provinces two years after the launch of the budget to enable the provinces to disburse their budget and the implementation of projects in the longest possible period and not to embarrass the refund is depleting due to the short period between the launch of the budget and final accounts, which amounts to only a few months usually."
He continued: "The proposals also included a failure to cash grants provided by governments and foreign institutions, as well as donations and grants received by the conservation of the inland regions, institutions and personalities of Iraq and the recording of income earned from fees and fines of local services and projects, investment income once the province."
The governor deemed that "it is necessary to issue the Provincial Council legislation to impose fees, fines and local taxes, provided they do not duplicate fees and federal taxes as well as recording revenues from allowance sales and rental of state funds movable and immovable property according to law in the limits of conservative revenue once the province."
And between: "Those amounts which will be the rehabilitation and maintenance, support and investment of the proceeds of the departments and institutions of the state associated with the federal ministries and other ministries that have been associated with obtaining such amounts of revenue."
He said that the doors of the exchange and the beneficiaries of which will be advised by the financial control, stressing the inadmissibility of the deduction of these revenues to balance the provincial operating, investing and not returned to the Federal Government pursuant to Article (44) of the provincial law No. 21 of 2008.
He added: "One of the suggestions made that would grant the provinces producing oil or gas, an amount of four dollars for each barrel of oil product in which the one dollar to the provinces is produced and one dollar for each barrel of oil refinery and $ a third of all (150) cubic meters of natural gas and at the request of the Governor The Council of conservative decisions include determining the doors of the petro-dollar exchange revenues.
