U.S. study: Iraq and the Kurdistan region, except late at the level of services and construction
A study of the Centre for Research American cooperation with a United Nations agencies to monitor Iraq's performance in the areas of progress and urban development, Iraq, except of the Kurdistan region, suffers significantly overdue in the level of services and construction.
The study said that this delay is due to local governments and the federal government failed to understand mechanisms of modern management and utilization of financial resources to achieve progress, pointing out that the Iraqi government not to exploit competencies and employ human resources to achieve completion rates advanced in the development of infrastructure.
The study confirmed that, except for the security situation and financial corruption, the ability of local governments, especially in the provinces of the south and center are in the lowest levels of capacity to the administration and exploitation of resources to achieve the rates of advanced reconstruction
