The decisions of the twelfth session of the Council of Ministers
Khandan - The Cabinet held its second regular session in Baghdad on Tuesday under the chairmanship of Prime Minister Haider al-Abadi, and issued by the Council following decisions:
1. The Council of Ministers decided to approve the agreement between the federal government and the Kurdistan Regional Government, which was attended by the Prime Minister of the Federal Haider Abadi and head of the Kurdistan Regional Government Nechirvan Barzani, which states that the Iraqi oil belongs to all Iraqis, and the Kurdistan region, delivered at least (250 ) thousand barrels of oil a day to the federal government, for the purpose of export, also includes an agreement to export 300 thousand barrels per day by the federal government of the province of Kirkuk fields through the oil pipeline in the Kurdistan region, and the agreement on the allocation of a percentage of allocations of the federal Iraqi army ground forces to Peshmerga forces according to population ratios.
2. The chairman and vice-minister and the ministers' salaries 50% reduction Edjara is compulsory until the end of the financial crisis, and this decision is implemented with effect from 1.1.2015.
3. Approval by the Ministry of Finance, the financing and the Ministry of Health Center for all health departments in Baghdad and the provinces affiliate necessary amounts, according to the proportion of 12/1 and retroactively (half of the remaining funds from the Ministry of Health allocations from the general operating budget in 2014), for the purpose of continuing the sustainability of the provision of medical services and the payment of obligations owed by health departments to the private sector.
4. Approval by the Ministry of Finance, and very urgently, to secure an amount of:
1 / (5,000,000,000) dinars, only five billion dinars to the Ministry of Education in the form of an advance, in order to cover the real costs of the expenses of the motor fuel, generators and wages transport and loading and unloading of educational supplies, that is settled amount of the advance fundamentalist after the issuance of the federal budget law for 2014.
2 / (850 million) dinars, only eight hundred and fifty million dinars to the Ministry of Education in the form of an advance to cover travel expenses and scholarship inside and outside Iraq and referred to the details under the letter by the Ministry of Education / General Directorate for Financial Affairs with a number: (M / 7309) and of 22 / 9/2014, that the amount of the advance is settled later in a fundamentalist after the issuance of the federal budget for fiscal year 2014 Act.
5. Approval of the first draft amendment to the Law of the Federal Public Service Council Law No. (4) for the year 2009, and forwarded to the House of Representatives, according to the provisions of Articles (61 / item I), and (80 / item VIII) and (105) of the Constitution and the addition of Gateway (until the issuance of the balance and composition of the Act).
6. Approval by the Ministry of Finance and insurance amount (1,591,039,246) dollars, only one billion five hundred and one and ninety million and thirty-nine thousand, two hundred and forty-six dollars to the Department of Defense within the remaining financial allocations for the current year 2014, in order to reimburse the purchase of fighter F16 model aircraft contracts .
7. Approval by the Ministry of Youth and Sports, to pay the remaining amount of the fines imposed on clubs Lebanese Testament and Egyptian Zamalek Lebanese and two unions and the Egyptian football due to hold friendly matches at the opening of the Sports City Stadium in Basra province, with clubs Zora and the port of balancing / grants and transfers the other door, according to details contained in the book of the ministry earlier, in order to pay the remaining amount of the Football Association and the Lebanese Club Covenant sports and adult of $ (19,000) dollars, only nineteen thousand dollars, as well as the remaining amount of the Federation of Egyptian Ball and Zamalek sports and adult of $ (14,000) dollars, only four tenth a dollars.
8-1 / authorize the Chairman of the National Investment Agency, Mr. (Sami Raouf al-Araji) to negotiate and sign a draft investment promotion and protection between the Government of the Republic of Iraq and the governments of the Democratic Republic of Sri Lanka, the Socialist Republic of Azerbaijan, the session as amended by the Council of State Conventions, according to the provisions of Article ( 80 / item VI) of the Constitution.
2 / the Ministry of Foreign Affairs to prepare the documents necessary authorization on behalf of the Government of the Republic of Iraq to the President of the National Authority for Investment Agency in accordance with the approved contexts, and raising them to the General Secretariat of the Council of Ministers in order to obtain the signature of the Prime Minister.
9. approve the recommendation of the Ministry of Foreign Affairs on the opening of the consulate general of the Indian Republic in the province of Arbil, according to the provisions of Article (26) of the Foreign Service Act No. (45) for the year 2008, to cover the yard work the province of Kurdistan (Arbil, Sulaimaniya and Dohuk), and reserves the Republic Iraq the right to open a consulate general in the Indian Republic in the future in accordance with the principle of reciprocity.
10. Approval by the Baghdad Provincial Council given a copy of laboratory services to the Ministry of Higher Education and Scientific Research / Mustansiriya University / Faculty of Medicine, and of the total value of the appraised (208 203 000) dinars, only two hundred and eight million, two hundred and three thousand dinars, according to the provisions of Article (5 / paragraph b) of the Implementing Regulations of the federal budget No. (7) for the financial year 2013.
11. Approval to extend the work of the National Committee for Coordination and Follow-up to activate the National Plan for Human Rights, which was formed under the Council of Ministers Resolution No. (357) for the year 2011, to the end of 2015, for the reasons set forth in the Book of the Ministry of Human Rights / Undersecretary for studies of a number: (11637 ), dated 09/04/2014.
12. Approval of Mayati:
1 / activation of the Council of Ministers Resolution No. (280) for the year 2013.
2 / prevent the import of electrical appliances used or old designs, for the purpose of reducing the excessive consumption of electric power, and the Ministry of Electricity to identify types of prohibited devices and inform the customs so.
3 / prevention referred to above is implemented on imports of state departments and sectors (public, and mixed, and private), starting from the date of 01/01/2015.
13. Approval of the draft ratification of the Convention in the field of environmental protection between the Government of the Republic of Iraq and the Government of the State of Kuwait signed in Baghdad on 06/12/2013 law, and forwarded to the House of Representatives, according to the provisions of Articles (61 / I and item 80 / item II) of the Constitution .
14. Approval by the Ministry of Finance to instruct the Rafidain and Rasheed and TBI bank, lending to the Iraqi Airways Company an amount (193,220,192,000) dinars, only one hundred and ninety-three billion, two hundred and twenty million, one hundred and ninety-two thousand dinars, in order to fulfill the ministry of contractual obligations and by the time sequences on contracts for the purchase of aircraft from Boeing and Bombardier, that the amount of the loan is settled later in a fundamentalist.
15. Adoption of the Supreme Committee for the Relief and sheltering displaced families due to the problem of terrorist operations Meeting Minutes under the Council of Ministers Resolution No. (328) for the year 2014, Bgelsthe the twenty-fourth meeting held on 11.11.2014, on the Ministry of Finance to allocate the amount to the oil ministry in order to cover the costs import the necessary quantity of kerosene for families displaced material in the governorates (Erbil and Sulaimaniya, and Dohuk) for winter by (100) liters per displaced families, according to the National sizes.
