A statement by the Prime Minister’s Media Office, seen by Al-Eqtisad News, stated: “During the session, the general conditions in the country were discussed, the most important basic files were followed up and the progress of their implementation, the implementation of the government program was followed up, the topics on the agenda were considered, and the necessary decisions were taken regarding them.”“.
He added, "In order to alleviate the suffering of the brothers of the Palestinian people in the Gaza Strip, who are subjected to aggression and siege by the Zionist occupation forces, the Council of Ministers decided to donate gas oil fuel to Gaza hospitals in the amount of (10) million liters, in solidarity from Iraq and its people with the people of the Strip."
He continued, “As part of the government’s solutions to solve the housing crisis, the Council agreed to complete (30) thousand housing units in the Bismaya residential complex, pay Hanwha Company’s dues for the completed housing units, and authorize the National Investment Authority to proceed with the implementation of the remaining 70,000 housing units, with mechanisms that it will establish after negotiation.” With the Korean Hanwha Company, with local and foreign financing, in principle.”

Amending the controls of Council of Ministers Resolution (320 of 2022) regarding changing the type of land from agricultural to residential, approved by Council of Ministers Resolution (23107 of 2023), according to the following:
Adding a paragraph to Clause (First) of the controls for implementing Cabinet Resolution (23107 of 2023), which includes the definition of the regular residential complex, and it is as follows:
Regular residential complex: It is a group of units constructed with fixed materials in separated blocks, with roads occupying no less than (30%) of the entire encroached plot of land, and the competent municipality is responsible for determining this.
Amending Paragraph (2) of Clause (First) of the controls for implementing Council of Ministers Resolution (23107 of 2023) by deleting the phrase (non-profit) from the definition of the term public benefit, and replacing it with the phrase (and all prohibited things), so that the aforementioned paragraph will be read as follows:
Public benefit projects: These are projects designated for public services and all prohibitions, such as (police stations, fire stations, hospitals, schools, places of worship, water stations, sewage stations, prohibited rivers, railways, transportation, and electric power, and any other legal prohibitions).

Selling residential plots of land owned or registered in violation of the provisions of the law, whose title deeds were judicially invalidated and re-registered in the name of the owner to the last owner before the invalidation (in good faith) or his heirs.
The provisions of Paragraph (1) mentioned above apply to residential plots of land owned or registered in violation of the provisions of the law, on which disposal transactions took place, and whose title deeds were invalidated (consensually) and re-registered in the name of the owner.
Fees for the sale of plots covered by the provisions of this decision are estimated in accordance with the provisions of the Law on the Sale and Rent of State Funds, and the estimation reports are subject to the approval of the Minister of Construction, Housing, Municipalities and Public Works.
The Minister of Construction, Housing, Municipalities and Public Works may issue the necessary instructions; To facilitate the implementation of this decision, taking into account the opinion of the Legal Department in the General Secretariat of the Council of Ministers.
He pointed out, “Also, the Al-Amriya Residential Complex in Baghdad was exempted from the declaration requirement stipulated in the amended Cabinet Resolution (245 of 2019), authorizing the Ministry of Construction, Housing, Municipalities, and Public Works and the National Investment Authority with the authority to negotiate with the beneficiaries to establish the aforementioned project, and to grant it an investment license from “The competent investment authority.”

1. Approval to transfer ownership of the Abu Nawas beaches to the Baghdad Municipality; To be able to manage it, based on the law on ownership of princely estates and buildings, and the Iraqi Civil Code.
The ownership of the land, the subject of the research, is transferred after coordination with the Ministries of Water Resources and Agriculture, in the event of constructing a building or project therein, in accordance with Article (3) of the Coastal Exploitation Law (59 of 1987), and it is not offered for investment. He continued,
“In the course of government work to regulate financial transactions based on the dollar, the Council agreed to amend Paragraph (3) of Cabinet Resolution (23545 of 2023) regarding the dollar exchange rate mechanism, to become as follows”:
- With regard to Iraqi borrowers from government banks (including the Trade Bank of Iraq) in US dollars;
These banks are committed to repaying their loans at the official exchange rate (1,320 dinars) for every US dollar from the borrower,
provided that the Central Bank of Iraq reinforces the banks’ accounts in dollars for the purposes of external transfer, and at the official exchange rate, according to their need for that.
This procedure applies to loans that were disbursed before the issuance of this law. Decision exclusively. The statement continued,
“As part of the government’s efforts to combat corruption and recover stolen funds, the Council of Ministers agreed to issue instructions to facilitate the implementation of the provisions of the Iraq Money Recovery Fund Law No. (9) of 2012, based on the provisions of the Constitution and Article (9) of the aforementioned law, taking into account Pay attention to the proposals set forth in the draft project submitted by the Iraq Money Recovery Fund, and the notes of the Legal Department in the General Secretariat of the Council of Ministers.”

And export them outside the country for final disposal, provided that their removal is under the supervision and follow-up of the National Security Apparatus, provided that the sale is at public auction for export purposes, and that the price is determined by the Estimation Committee formed in accordance with the Law on the Sale and Rent of State Funds, in accordance with the procedures stipulated in Article (8) of this law, and the amount will be transferred to the public treasury, according to paragraph (3) of Cabinet Resolution (360 of 2022).”
He added, “The recommendation of the Ministerial Council for the Economy (230276 Q) was also approved as follows”:
1. Approval of what was stated in the letter of the Ministry of Agriculture dated October 5, 2023, regarding the sale of the remaining quantity of premix amounting to (1,113,955) kg, one thousand one hundred and thirteen tons and nine hundred and fifty-five kg, belonging to the General Company for Agricultural Equipment, without a public bidding; Because it is highly perishable, based on the provisions of the Law on the Sale and Rent of State Funds (21 of 2013), provided that the aforementioned ministry bears the financial and legal consequences and the accuracy of the information.
2. The Ministry of Agriculture investigates the reasons for purchasing more quantities than the actual need.
